Job Description:

The Functional User Manager is responsible for the projects and initiatives (e.g., new business initiatives, improvements to current business initiatives for creating new revenue, savings, and competitive opportunities, etc.) that impact applications, systems and products. He/She designs, builds, launches, manages, closes projects and provides production support to ensure they progress successfully. This position represents the business intent of the project to the technical and user communities to ensure products (or enhancements) meet expectations. This position serves as a subject matter expert (SME) for technology projects. The Functional User Manager manages user representatives. The Functional User Manager reports to the Program Manager.  

Responsibilities:

Manages Projects

  • Manages project lifecycles, including project scope, resources, schedule, initiation, start-up/design, building, and deployment to see projects from beginning-to-end.
  • Forwards project documents to stakeholders to obtain sign-off, agreement on project costs, and needed resources.
  • Develops project plans (i.e., detailed plan, milestones, and work breakdown structures) and assigns tasks to resources to ensure that the project will be completed on time and according to specifications.
  • Ensures affected functions or groups are identified and works with them to negotiate process changes, ownership of processes, and to manage project impact.
  • Designs and implements communication plans to ensure those affected by projects are informed and updated.
  • Follows up with assigned resources formally (e.g., status meetings, etc.) and informally to continuously manage the productivity of the team, project timelines, and deliverables.
  • Balances multiple projects and deployment schedules to meet stakeholder goals and expectations. 

Manages Support for Projects and Initiatives

  • Defines and executes program management policies and business processes to ensure the initiatives or projects remains highly disciplined.
  • Identifies issues and dependencies across multiple initiatives to ensure cost efficiencies and effective deployments.
  • Negotiates business and technical agreements to facilitate implementations.
  • Presents business cases to Information Services (I.S.) to communicate and ensure understanding of project scope and system requirements for approved projects.
  • Develops, assesses, and presents business cases on system upgrades and end user process needs to establish development priorities and timelines for new releases.
  • Gathers data for UPS, legal, and regulatory requirements to protect the integrity of assigned systems, applications, and repositories.
  • Participates in User Acceptance Testing (UAT) in an oversight role and as a participant to analyze results, prioritize defects, and determine end user impact.
  • Assesses process improvements to ensure smooth transition, effectiveness, and efficiency for future releases.
  • Documents and presents issues and risks for post projects to increase awareness and resolve issues.
  • Generates and monitors project status, budgets, issues, risks, and open tasks to meet expectations of stakeholders throughout phases of the initiative life cycle.
  • Analyzes and validates IT impacts, cost and efforts to align with business value.
  • Reviews and approves customer facing usability to ensure applications and processes are understandable, user-friendly, and error tolerant.

Manages Production Support

  • Manages system documentation inquiries from the user community to identify and correct documentation errors.
  • Manages day-to-day production support of applications (e.g., logs, researches, and troubleshoots issues, etc.) to ensure timely resolution of issues.
  • Communicates with business groups affected by production support issues (e.g., system outages, significant events impacting fulfillment of special requests, etc.) to convey changes of project schedules and status.
  • Assesses requests from the user community to evaluate current I.S. systems (e.g., upgrades, migration to alternative platforms, etc.).
  • Reviews the production support processes to assess the technology system processes and procedures.
  • Analyzes resource requirements for current and proposed projects to establish staffing levels on projects.
  • Facilitates alpha, beta, and deployment of client software and upgraded infrastructure to ensure requirements are met.
  • Manages and monitors enhancement requests and prioritizes work efforts throughout the development life cycle phases to ensure objectives are achieved. 

Manages the Project Documentation

  • Creates Enterprise Release guides to communicate project overviews (e.g., project details, training, timelines, schedules, etc.) for the stakeholders.
  • Responds to stakeholder requests for ad hoc training (e.g., advanced queries, function codes, macros, cross-tabs, etc.) to provide current information (e.g., how to use updated reports, etc.) and to create a forum for questions and answers.
  • Provides project documentation updates and changes for field marketing to communicate clear and consistent information on the use of newly deployed projects.
  • Monitors field marketing concerns for released tools and reports to ensure timely resolutions.
  • Researches and responds to inquiries from field marketing to provide information on the functionality of new reports and new and previously released products.
  • Facilitates creation and distribution of support and training documentation to ensure accurate and current information is.

EDUCATION: 

The desired Functional User Manager will possess a Bachelor’s degree in Computer Science, Information Systems, Mathematics, Business or related field or the equivalent in education and work experience.
