II. Primary Function

Designs, codes, and tests program logic, and performs essential responsibilities by establishing file requirements and programming specifications related to KCC's administrative computing environment. Other duties include writing documentation, developing queries and reports, and providing end-user support.

III. Essential Responsibilities

A. Performs extremely complex programming duties in a particular work area of the college with little supervision and with responsibility for the outcomes and losses from efforts.

B. Prepares and/or oversees the initiation of correspondence, records, reports, lists, forms, tables, and graphs, independently from a wide range of subjects for administrators' or own signature and on the basis of brief notes and executes related clerical responsibilities.

C. Establishes and maintains an effective filing system of all project data and work area information and an accurate inventory of all equipment and materials.

D. Demonstrates proficiency using data processing, database software programs, and other computer software programs as required; monitors and updates computerized program records; develops and maintains comprehensive computer records system, as well as web page management as required.

E. Performs customer service duties; answers telephones, greets visitors, arranges appointments, and directs telephone and personal callers to proper parties; coordinates room reservations and related activities; and may disseminate department or institution information.

F. Responds to inquiries, problems, and concerns from staff, students, and visitors.

G. Anticipates and initiates actions regarding departmental operations.

H. May assist with developing a budget and maintaining records for the department or division; gathers information for supervisor decision making; order supplies and capital items as needed.

I. Makes minor and/or preliminary decisions regarding administrative detail using judgment based knowledge of college policies and procedures.

IV. Job Factors

A. Complexity - Performs work which is basically non-standardized and widely varied, involving many complex and significant variables. Analytic ability and inductive thinking are required to devise new methods to situations where previously accepted methods have proven inadequate.

B. Consequence of Error - Errors are difficult to discover, normally involve decisions not subject to detailed review, such as recommending unsuitable equipment resulting in excessive costs or inadequate production.

C. Decision Making - Makes decisions with greater freedom and discretion, including recommendations that are subject to approval on matters that may affect the department or other departments within the organization. May also review decisions made by other individuals on more routine matters.

D. Impact - Has moderate impact on College-wide operations, causing increased satisfaction or dissatisfaction; producing efficiencies or delays; promoting or inhibiting personal intellectual or professional development; and/or contributing for financial gain or expense with short-term impact.


V. Other Responsibilities

A. Performs other duties as required or assigned.

B. May serve as a back-up to other staff members, as needed.

C. May assist new employees and coordinate the activities of as-needed and student workers.

D. Responds to the functions of the position in an environmental setting which might include cold, heat, odor, dampness, dirt, fumes, dust, oil, grease, noise, or vibration on a frequent basis. Appropriate protective devices are available as required.

VI. Educational and Experiential Qualifications/ Essential Skills

A. Bachelor's degree with knowledge of specialized principles or techniques normally obtained through a four-year college/university academic program or equivalent in-depth specialized training directly related to the type of work being performed is preferred.

B. At least three to seven years of related work experience required.

C. Familiarity with HP Unix operating system, Unidata RDBMS, and Colleague student information system preferred. Experience in Web-based application development desirable.

D. Computer experience using Microsoft Office or comparable applications required. Computer Skills Level IV required - able to use the telephone, voicemail, and email; able to manage files and perform basic functions with the current operating system; able to create, format, edit documents and spreadsheets; able to merge documents; able to create and use labels with envelopes; able to create, format; able to create data bases; able to download data bases into applications to create reports; able to create queries and extricate information for reporting. Certification as Microsoft Office Specialist in appropriate applications or demonstrated equivalent skills required.

E. Excellent oral and written communication skills required.

F. Demonstrated proficiency in English required.

G. Ability to communicate in other languages desirable.

H. Advanced Computer Programming skills required.
