As the Director of Contracts, you will oversee and support the full range of contracting and procurement activities in a fast paced government contracting environment.  This newly forming team is currently focused on helping State Governments with their healthcare exchange (HIX) technology implementations.  As a leader of this team, you will lead the accountability for the overall technology engagements and deliverables in partnership with the States.
 
Your responsibilities in this role include, but are not limited to:



  • Acting as a face of the organization to the supplier and negotiate deal terms and legal terms so that the company can maximize its' benefit and reduce risk

  • Responsibility for the full range of contracting and procurement activities including contract, subcontract, license, NDA and teaming agreement negotiation, administration, modification and closeout

  • Management and support proposal efforts from RFP release through award, including reviewing RFP documents for contract issues, preparing Business Proposals (including pricing and costing) and reviewing proposal submittals to ensure compliance/responsiveness to RFP and task order requirements

  • Thinking “out of the box” to come up with solutions for problems

  • Ensuring compliance with contracting policies and procedures consistent with government regulations and company policies

  • Attending and participate in senior level meetings to support business strategies, pricing strategies, and identification of potential risk factors to the organization

  • Working directly with project managers and leadership to ensure contract deliverables are being met

  • Collaborating, coordinate and provide guidance to affiliates within parent organization

  • Managing contracts department priorities and work flows to meet organizational objectives and critical time lines

  • Recruiting supervising, developing and mentoring contracts staff

  • Maintaining standardized processes and procedures for proposal and contract files

  • Establishing and maintain forward pricing and estimating systems

  • Performing risk analysis review for all contractual documents and recommend mitigating options

  • Dispute resolution

  • Audit support

Requirements


  • Bachelor's Degree Required; Graduate degree preferred.

  • 10+ years directly related experience in Contract Management, review, negotiation and interpretation. 

  • 5+ years' experience supervising teams of contract management support staff

  • Demonstrated expertise managing procurement activities from RFP to contract award

  • 7+ years' experience managing contract compliance, schedule, cost performance and customer satisfaction

  • High level of proficiency with Excel and other software applications, Costpoint experience a plus

  • 5+ years' experience interfacing  with and influencing business leaders across a matrix organization
