The Florida Market CFO is a senior leader that supports the success of the market by serving as the financial adviser and strategic business partner to the Market CEO, Regional CFO, and Florida Senior Leadership Team.  The Market CFO will have complete managerial and executive oversight for all aspects surrounding the financial planning, reporting and analysis of the Florida health plans. The Market CFO will also provide input regarding the operations of the health plan to monitor the execution of the market strategies. 


Additional responsibilities:


Strategic partnership with senior leadership on the creation and execution of the strategic business plan.


Partner with the senior leadership team to establish profitable, sustainable, broad-based market share growth


Develop market competitive affordable products across small group and large group commercial business


Improve sales & account management performance across each line of business


Establish Individual and Public Exchange readiness and results


Establish market leading trend/affordability performance


Establish operating cost efficiency, including all controllable and distribution expenses


Establish capital planning requirements to support the strategic business plan


Lead in completion of market forecasts (membership, full P&L financial, scenario modeling)


Lead in identifying market financial risks & opportunities by analyzing trends in areas including membership, pricing, provider performance, medical costs and SG&A, with proposals to mitigate & exploit


Support market case specific underwriting and pricing decisions across each line of business and geography to optimize pricing/growth


Forge trust via strong internal/external relationships with the market, region, and national teams, including Pricing, Underwriting, Health Care Economics, Network Pricing, Sales, Regional Finance, and Corporate Finance to achieve market/regional goals.


Evaluate and use technology to enhance operational efficiencies and market performance.


Lead strategic projects that have an impact inside and outside of Finance.


Influence actions of peers inside and outside of Finance.


Make enhancements to system of internal controls.


Provide comprehensive balanced advice on finance policies.

Requirements

Qualifications:


10+ years of relevant financial and operational management experience.


5 + years Commercial Healthcare experience


Bachelor's degree in accounting and/or finance preferred. MBA desirable.  Candidates with finance experience must demonstrate a strong working knowledge of managerial accounting.


Exceptional financial acumen and P&L management skills


Ability to provide objective, analytical evaluation of health plan financial results.


Excellent data analysis skills with the demonstrated ability to turn analysis into action. 


Ability to anticipate accounting, financial reporting, forecasting, and operational issues, assess their implications, determine their impact and develop and implement an appropriate action plan.


Able to highlight issues/problems and convey complex thoughts, written and oral, in a clear, concise and timely manner.


Proven experience driving business performance in a high growth environment.  Entrepreneurial spirit.  Always looking for opportunities to improve and grow the business. 


Previous managerial experience of professional finance staff.


Ability to work in a matrix environment with a strong ability to positively influence other functional areas.


Professional maturity as evidenced by demonstrated success in various business cycles, conditions, and complex business models.


Strong work ethic, independence and dependability; takes on broad new challenges.


Acts as a change agent within and outside finance.
