Job Summary

The Complex Commodity Supervisor supports the implementation of strategic sourcing initiatives within the assigned commodity. He/she procures products and services at the highest quality and best rate. He/she helps define requirement to meet global business needs. This position may supervisor others within the department.

The Complex Commodity Supervisor supervises the IT Procurement Process to facilitate contract negotiations, request for proposals (RFPs), Statement of Work (SOW), SaaS agreements for the assigned commodity. He/She coordinates and reviews competitive bid quotations, evaluates pricing for inclusion in cost proposals, and contacts suppliers to negotiate the terms and conditions necessary to finalize the IT Procurement deal. This position Works with cross-functional teams, pre-bid and contract follow-up meetings, and interviews as necessary to evaluate supplier products, services, and capabilities. He/She works to understand the supplier relationship, develop supplier performance measures and incentives, and create a plan for achieving identified savings. The Complex Commodity Supervisor also develops an expertise, with minimal supervision, in an assigned commodity category through the industry, market, underlying cost factors in order to identify cost savings and/or quality improvement opportunities.  

Other Duties

  • Interprets contact provisions and changes in order to disseminate this information to various Stakeholders.  
  • Oversees contract maintenance and reviews contracts to evaluate overall revisions, price, and performance. 
  • Identifies contract amendment and addendum process as necessary and appropriate and communicates to Manager, Users and Vendors to drive IT Procurement process.   
  • Reviews and compares the business and legal aspects of the proposals, in areas of price, resources, service capabilities and contract terms and conditions.
  • Resolves procurement requests, issues, and inquiries (e.g., corrects proposals, facilitates resources, quotations, competitive bids, etc.) to support customer’s needs.  
  • Assesses and validates customer needs and expectations to assure that the right products or services are delivered on time and at the right price. 
  • In conjunction with the Financial Analyst, analyzes the Total Cost of Ownership to determine the most desirable and best method of purchase.  
  • Oversees response to calls and requests from internal customers to ensure customer needs are met.
  • Ensures appropriate authorization and documentation is obtained for procurement activities
  • Manages internal and external escalation of contract non-compliance

Minimum Qualifications

  • Bachelor's degree – Preferred
  • Experience with negotiating Software Contracts, and related SOWs and SaaS agreements
  • Knowledge of software license models and software industry trends
