The Benefits Enrollment Agent will play a key role in the Center for Medicaid and Medicare Services effort to provide affordable health care options to the general population. The Agent will conduct face-to-face outreach and enrollment services to beneficiaries in group and individual meetings, providing assistance for enrolling in a qualified health plan. He/she will be trained on the basics of the health plan options, eligibility for plans and how to assist customers with enrolling in the plans.

Key responsibilities include:
*Assist beneficiaries with all aspects of the enrollment / dis-enrollment process using the CMS-provided FEPS system, including:
oAssist with profile creation and update
oAssist with Explanation of Eligibility Determination
oAssist with Plan Comparisons
oWalk through the enrollment process with the beneficiary, including data input if necessary
oAttend local community events, health fairs, etc., to reach the targeted population
oStaff kiosks and booths at local businesses and community organizations
*General customer service
oProvide references to other community organizations and services
*Follow all approved Standard Operating Procedures and other Regulations

General Requirements for all Positions:

-Bilingual in Spanish
*Must have knowledge of health care, health insurance or health related degree
*Able to follow Enrollment Operations Standard Operating Procedures as presented during training, e.g. report to work on time, dress appropriately, maintain confidentiality of enrollee information.
*High School graduate.
*These enrollment assistor personnel must have the necessary education, skills and abilities to complete the CMS-developed computer-based training (CBT) (pass a certification exam) and go right into the field.
*Capable of working with culturally, diverse and vulnerable populations.
*In-person support services must effectively engage and support the target population of uninsured people age 18-35 so they are sufficiently encouraged and enabled to enroll.
*Provide culturally and linguistically appropriate service.
*Technically/Computer competent.
*Demonstrate good customer support skills to include:
oMulti-tasking
oLanguage proficiency
oCritical thinking
oPatience
*Able to work non-standard work hours, e.g. weekends and after 5PM.
*To ensure the EAP provides accurate, fair and impartial information to consumers regarding application filing, eligibility determinations, plan comparisons and subsequent selection, staff must be free of conflict of interest Therefore, individuals providing in-person support are prohibited from being health insurance issuers or stop loss issuers; should not receive any compensation directly or indirectly from health insurance issuers or stop loss issuers in connection with the enrollment of qualified individuals or employees of a qualified employer, whether that enrollment is in QHPs or in non-QHPs; and must not be a subsidiary of a health insurance issuer or stop loss issuer, or be an association that includes members of, or lobbies on behalf of, the insurance industry.
*Understand and follow federal laws on privacy and security of personal identifiable information as trained.
