Project Overview:


The CMS Early Enrollment Program is designed to provide in-person support services to consumers to enroll in Qualified Health Plans as part of the Affordable Care Act. The target population will be 18-35 year olds, between 134%-400% of federal poverty level, in CMS designated US counties who are currently uninsured. The support services will include eligibility determination and enrollment in a qualified health plan via a CMS-provided web-based tool. In addition, community outreach activity will take place to market the enrollment process to the target population to increase enrollment volume.
This critical program is key to the successful implementation of the Affordable Care Act (ACA). CMS is charged to work with States to establish State-Based Marketplaces (SBMs) and to create Federally Facilitated Marketplaces (FFMs) to serve people in states without a SBM. States that choose to participate in the FFM can elect to participate in one of two State Partnership Models (SPM).
CMS identified 19 population centers in several states which have elected to participate in the State Plan Management Partnership Model (one of two state models). The EAP contractor will provide in-person enrollment assistance to the eligible consumers in these 19 population centers, with a focus on the age 18-35 population not already targeted by other federal Programs. This population, historically underserved is uninsured with incomes between 139 and 400 percent of the Federal Poverty Level and who are likely to be eligible for premium tax subsidies.
The first year of open enrollment into the Federal Exchange Program System (FEPS) in these 5 locations is scheduled to begin on October 13th 2013 and run through March 31st 2014 Subsequent open enrollment periods will run from October 15th through December 7th for 4 years: 2014, 2015, 2016 and 2017 during the current contract.
Recruiting and having personnel at least 14 staff per site within 30 days, including the following characteristics or circumstances:
* Field Enrollment Agents (Assistors) in year 1; Team Leads in year 2
* People working outside traditional work hours
* Bilingual (English/Spanish)
* At least high school graduates (GED qualifies)
* Capability to work 40 hours/week and passing necessary certification exams
* Capability to work with vulnerable populations ( defined by ethnic minority, socio-economic status, geography, gender, age, disability status, risk status related to sex and gender, and among other populations identified to be at-risk for health disparities)
* Delivering personnel to support activities related to health insurance (e.g., eligibility, enrollment, other customer support)
* Successful efforts to recruit and deploy temporary staff to support surge requirements in any or all of the CMS designated locations.
* Have no conflicts of interest related to relationships with insurance business or insurers.
