Operations Director of HIM is responsible for leading and directing health information management services across the multi-facility integrated healthcare delivery system; striving for compliance and promoting best practices and education in all areas. The incumbent also oversees all ongoing activities related to the development, implementation, maintenance of; and adherence to the Dignity Health's policies and procedures covering the privacy of and access to, patient health information in compliance with federal and state law and any other such policies and procedures as required.

The incumbent's primary responsibilities include developing and maintaining good communications and working relationships with the medical staff, administrative staff, outside agencies, hospital director's of HIM, and with other departments. The key working relationships include but are not limited to:

    • Facility Leadership, Administration, Risk Management, Health Information Management, Patient Financial Services, Quality Management, Utilization Management Registration/ Admitting Services, Nursing, Ancillary Services, Dignity Health Legal Counsel, Medical Staff, Medical Staff Office, Human Resources, Information Technology Services, Facility Compliance Liaison, Clinical Informatics, Corporate Health Information Operations and Corporate Compliance

  • External Contacts:

    • Consultants, Trading Partners and Business Associates, Federal, State and Accrediting Agencies, Other Covered Entities, Members of the General Public

Primary Responsibilities:



  • Establishes and leads task forces as necessary to develop and implement facility procedures for timely compliance with system-wide policies and state and federal laws and regulations

  • Maintains current knowledge of applicable federal and state privacy laws and accreditation standards, and monitors advancements in information privacy technologies to ensure organizational adaptations and compliance

  • Develops departmental services through ongoing planning which is consistent with the Dignity Health's mission, vision and values as well as the organizational objectives outlined in the strategic plan; establishes, coordinates, and communicates departmental objectives and goals as well as organizational goals

  • Assists in the preparation of annual capital and operating budgets for Service Area HIM departments and ensures the financial stability and expenses remain with budget

  • Ensures resources are appropriate for departmental staff to meet job demands; considers future services and projects the budget accordingly

  • Develops and oversee processes in the HIM Departments:  ensures that HIM processes and controls are evaluated against the organization's internal and external information needs on an ongoing bases

  • Actively participates in various committees

  • Responsible for initiating, reviewing, implementing, and maintaining contracts with vendors for outsourced HIM services in collaboration with legal counsel

  • Takes steps to actively move forward from paper based health record to a fully integrated electronic health record environment

  • Works with risk management, legal counsel, and administrative staff, key departments and committees to ensure that the organization has and maintains appropriate compliance including privacy and security and confidentiality policies, procedures, forms, information notices, and materials which reflect current organizations practices and regulatory requirements

  • Serves as an internal consultant on health information management including release of information, confidentiality, information security, information storage and retrieval, and record retention as well as authorships and authentication of health record documentation, standardization of medical vocabularies, and use of classification systems

  • Interprets regulations for application and formation of facility policies; writes and reviews policies to maintain compliance

  • Cooperates with the Office of Civil Rights, CMS, other regulatory, accrediting and legal entities and organization officers in any compliance reviews, investigations or surveys

  • Monitors local, national, and international trends in healthcare delivery

  • Supports credentialed and supervisory staff in their continuing education efforts and encourages and provides continuing education for all department employees through in-service programs, meetings, or other opportunities for professional growth

Requirements

Required Qualifications:



  • Bachelor's Degree in Health Information Management or related field or equivalent combination of education and experience (associates degree in health information technology)

  • 5+ years of experience in health information management level position in a hospital or healthcare system

  • RHIA or RHIT credential

  • Experience with regulations and accreditation standards, knowledge of specific state and federal requirements and standards related to the management of health information

  • Maintain professional relationships with state and national organizations to gain insight and understanding of future trends, regulations, etc.

  • Expertise in healthcare compliance: knowledge of privacy and security regulations, confidentiality, laws, access and release of information practices

  • Expertise in health information management, best practices, processes and procedures Knowledge of medical terminology, classification systems, and vocabularies

  • Demonstrates leadership skills and exercises judgment within generally defined practices and policies when selecting methods and techniques in problem solving

  • Takes the initiative to make decisions and is an advocate for change

  • Demonstrated experience in developing and implementing facility-wide policies and procedures, and identifying and resolving operational issues

  • Experience in assessing and identifying learning needs as well as providing education and training designed to support a learning organization

  • Experience in appropriately managing confidential and sensitive information

  • High ethical standards

  • Excellent written and verbal communication skills, including the ability to present ideas and concepts effectively across organizational levels

  • Demonstrated ability to analyze problems and issues from a variety of perspectives and to understand legal, privacy, risk, and operational impact of decisions

  • Possess a strategic and problem solving orientation and superior planning and organizational skills

  • Knowledge of information privacy laws, access, release of information, and release control technologies

  • Knowledge of hospital protocols and procedures

  • Working knowledge of functional relationships between departments within a healthcare or similar environment

  • Knowledge of JCAHO, HIPAA, CMS, Ca Health and Safety Code 1280.12, Title 22, security principles, guidelines, and standard healthcare practices

  • Demonstrated competence with personal computers, networks, and Microsoft Office

Preferred Qualifications:



  • Bachelor's Degree in Health Information Management

  • Master's Degree

  • Prior privacy law, health information management, risk and/or compliance management experience
