We support seventeen federal agencies and thirty-five state Medicaid agencies with an array of effective complex population health services, advanced analytics, policy and program consulting, program integrity services, and health information technology solutions.


 


Working with the Client Relationship Executive, the Lewin Group and the Delivery Teams, the Executive Client Manager (ECM) establishes, cultivates and manages the customer relationship at multiple levels, (executive suite to solution owners) serving as a trusted business advisor/partner to the client.  The ECM builds effective internal and external relationships with key personnel to insure that Optum Government Solutions (OGS) is delivering what the contract requires in a way that both meets the client's needs and protects the profitability of OGS.  The ECM communicates independently with the client to determine the client's opinion of performance and personnel. The ECM serves as the escalation point for the client when the delivery team and the client have been unable to resolve issues. When appropriate and by mutual agreement, the ECM works directly with the client and the delivery team to clarify issues and negotiate solutions or mitigations. Also when appropriate and after communication with and hopefully agreement of the delivery team, the ECM escalates issues to OGS leadership with summaries that clarify gaps and suggestions on approaches for solutions or mitigations.


 


The ECM works to understand the explicit and implicit value the client expects OGS to deliver, and assesses whether that value is present, and if not, how to improve.  This requires the ECM to have sufficient knowledge of OGS solutions to understand where gaps are in those solutions and to work with the delivery team to close them.  It also requires the ECM to develop sufficient understanding of the client and the client's goals, any external constraints or misunderstood expectations, and to work with the client to bring expectations and the contract into alignment.  The ECM should also be looking for ways to improve the value and expand the usage of the OGS solutions as detailed in the contract and subsequent agreements.  The ECM should work with OGS leadership to determine best practices in other OGS clients and share those. 


 


Working with the CRE and UHG Government Affairs, the ECM also needs a sufficient understanding of the larger state goals and of the potential offerings from OGS, Optum and UHG to expand the working partnership with the state.  The ECM needs a strategy for developing and maintaining key executive relationships that keep Optum in the state's mind as a key partner and potential problem solver. 

Requirements

Required Qualifications:




  • Undergraduate degree or equivalent experience

  • Minimum 5 years of experience working with senior-level C-suite Medicaid program executives in a state Medicaid program

  • Minimum of 2 years of experience demonstrating progressively increasing responsibility for client relationship

  • Excellent negotiation/influence, collaboration, and listening skills

  • Experience in program/project management with large complex solutions (e.g. outsourcing and BPO)

Preferred Qualifications:




  • Advanced degree (e.g., MBA, MHA, MPA)

  • Minimum 3 years of experience working in a Medicaid or other relevant State government agency

  • Management and consultation experience

  • Healthcare experience

  • Participation in planning and implementing health care reform in a state
