SUMMARY
Manage contingent work force by recruiting, hiring, and evaluating employee performance. Serves as liaison between client and Headway working with client's HR Department and Headway's HR Department to define and enforce HR policies, programs and practices for the client's contingent work force.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following as well as other duties that may be assigned.

This position serves as an extension of client's HR Department by making continuous improvements to the client's staffing and human resources activities while gaining detailed knowledge about their services, products, competition, staffing structure, and short and long term goals.

Ensures all job openings are filled with qualified candidates by following specific hiring guidelines and pre-hire compliance. Meets clients staffing and retention needs by managing the recruiting, interviewing, and selection process. Maintains recruiting plan and budget, to ensure that client's recruiting needs are met for planned and immediate needs.

Works with HR team to monitor and appraise work of contingent work force by hearing and resolving grievances and evaluating, counseling, and disciplining employees on work performance, absenteeism, tardiness, and other work issues. Resolve client concerns by identifying concerns, making suggestions for resolution, forwarding concerns to SVP when necessary and providing follow-ups to client during these situations. Ensure client satisfaction by meeting with client supervisors, managers and HR to discuss issues pertaining to contingent work force and serving as the Headway representative on various client committees.

Support the Headway team as needed with the completion of weekly payroll and ensure that all payroll deadlines are met in a timely manner. Manage deadlines for collecting time, keying payroll, and verifying and transmitting payroll information to customer's accounting department. Completes weekly management reports and provides the client with work force management information by collecting, analyzing and summarizing issues such as production, retention, attendance, and turnover.

Improve employee relations and employee awareness by developing and implementing programs to promote a more desirable work environment. Maintain awareness of safety and performance concerns of contingent work force by regularly touring the client's site.

Ensures compliance with all federal and state requirements, works with client's and Headway's HR Department to conduct investigations as needed, represents Headway at unemployment hearings and notifies SVP of any serious issues that may arise. Handle any contingent work force workers' compensation issues by notifying the WC HR Specialist within 24 hours of the accident. Completes all appropriate paperwork on injury, ensures that the employee receives medical attention if necessary, facilitates follow-ups with employee, and conducts investigations if necessary.

Manages the documentation process of all contingent work force issues in database including; assignment information, performance matters, disciplinary action, workers' compensation information and reasons for separation and I-9 information.

Candidate should provide prompt and courteous customer service to all clients, applicants, employees, and co-workers. Involvement in other related activities as needed or as directed by supervisor.

SUPERVISORY RESPONSIBILITIES
In addition to managing the client's contingent work force, this person also may manage subordinate staff employees. Would be responsible for the overall direction, coordination, and evaluation of such staff employees, caring out supervisory responsibilities in accordance with the Headway's policies and applicable laws.

EDUCATION and/or EXPERIENCE
Bachelor's degree (B.A.) from 4 year college or university; 1 to 2 years of staffing industry or HR related experience and/or training;; or equivalent combination of education and experience. Bi-lingual preferred.

TECHNICAL SKILLS REQUIREMENTS
Knowledge of Windows, MS Word, and Excel.
