The Local Care Delivery division of Optum's Collaborative Care - Optum Medical Partners (OMP) - provides healthcare services across the continuum of care throughout Orange, San Diego, and Los Angeles counties up to Long Beach.  Optum Medical Partners is comprised of 145 inpatient and outpatient medical providers representing multiple specialties.


 


The Chief Medical Officer (CMO) of Optum Medical Partners is responsible to lead the development and implementation of clinical programs to support providers in providing the highest quality of care and report to the COO, Local Care Delivery - California. The CMO is accountable for ensuring implementation of consistent clinical performance standards including measurement and reporting.  Additionally, the CMO will promote efficient use of technology to improve patient safety, quality outcomes, reduce variation, and provide appropriate and timely care.


 


Primary responsibilities in coordination with the OMP Senior Leadership Team (SLT):



  • Lead the development and implementation of consistent integrated clinical standards, policies and procedures that will improve quality outcomes and patient satisfaction; including establishment and oversight of various clinical committees and/or work groups to effectively achieve goals

  • Lead all quality improvement activities, including 5-Star processes, patient/provider satisfaction, and pay for performance metrics; ensure provider engagement and participation in quality programs and committees; review satisfaction surveys and make overall recommendations for improvement

  • Partner with SLT, provider leads, and care redesign team to promote care model redesign strategies and supporting processes, including effective implementation of the advanced primary care model

  • Partner with SLT and provider leads to develop and implement practice efficiency metrics and goals to improve the efficient provision of patient care activities in a clinically appropriate manner

  • Develop and implement an effective provider performance evaluation system and contribute to annual and periodic clinical components of provider performance evaluations

  • Provide clinical leadership during the mergers and acquisition and due diligence processes; meet with prospective provider partners as needed to communicate the OMP Provider Compact and determine cultural “fit”; ensure effective clinical integration of newly-partnered provider practices

  • Participate on provider compensation committee and lead the development and administration of the quality bonus

  • Partner with Sr. VP and CIO to develop and implement IT strategies, including implementation of EMR and practice management system and training support

  • Provide overall risk management leadership including incident trending, reporting and management

  • Identify opportunities and implement practices that ensure overall clinical compliance of the medical practices, including coding accuracy

  • Serve as clinical liaison to Southern California IPAs 

  • Act as primary liaison with IPA clinical leadership and lead clinical efforts on initiatives such as correct coding, annual senior health assessments, disease management programs, ACO, etc.

  • Partner with the SLT in the development of annual OMP goals, objectives, budgets and programs to achieve goals; including reviewing provider staffing levels and medical equipment purchases

  • Develop and oversee educational programs for the provider network, including provider communication meetings

  • Ensure any clinical research or medical teaching (medical students, PA students, NP students) activities are appropriate for OMP participation and are compliant with appropriate policies and procedures

Requirements

Required Qualifications:



  • MD or DO

  • Valid, unrestricted California medical license

  • Board certified in specialty, primary care

  • Minimum ten years' experience in medical group operations

  • A minimum of eight years as a practicing physician

  • Strong prior provider leadership experience specifically within a medical group

  • Professional level interpersonal and communication skills and ability to build solid cultural foundations in medical management and staff teamwork

  • Excellent communication, negotiation and relationship building skills

  • Knowledge of regulatory and accreditation standards and agencies

  • Adept in the management of multiple competing priorities and deadlines in expedient, decisive, professional manner 

Preferred Qualifications:



  • Board certified in specialty, primary care
