1.Job Purpose: Briefly state the job's primary purpose in two or three sentences. This position provides hman resources support for the NY and NJ sites with a focus on Employment, Payroll and Communication 2.Knowledge, Experience and Education: What is the minimum level of knowledge (e.g., theories, principle, concepts, etc.) and skills that are necessary to competently perform the job (include formal education or equivalent, type and years of prior work experience, and other qualifications)? *Bachelor's degree in Human Resources or a related Business area *Minimum of three (3) years Human resources background with a focus in Employee Relations, Training/Development and Communication *Experience in a cGMP/manufacturing environment a plus *Must possess a general understanding/knowledge of state/local/federal laws which govern Human Resources (FMLA, ADA, etc.) *Bilingual Spanish/English preferred 3.Major Duties: Starting with the most important, list the 4 to 8 major duties/responsibilities of the job. Major Duties / Responsibilities% of Time 1.Employment life cycle process for all hourly positions; this is inclusive of sourcing, interviewing, selecting and coordinating placement of positions (background checks, screening, employment verifications, AA tracking and cGMP/safety testing coordination), managing the internal bidding process/transfers, posting jobs and completing PAF's. This also includes working with local temp agencies to ensure adequate placement of staff within defined timelines and budget parameters.30% 2.Employee Events/Communications - inclusive of distribution of postings, maintenance of bulletin boards, scheduling and coordination of employee meetings/events such as Service Awards, luncheons and Company picnic.10% 3.Responsible for all activities associated with new hires for all levels such as completion of required paperwork, data entry into the HRIS system and new hire orientation.20% 4.Payroll Support - inclusive of PAF entry into Payroll system and acting as Payroll back-up in absence of Payroll Manager.15% 5.Administer and coordinate the sites Substance Abuse Program - inclusive of coordinating random screening, communication with vendor and creation, tracking and communication to employees on Last Chance Agreements.5% 6.Support training and development opportunities including yearly assessment of performance/IDP reviews to determine needs, researching external training opportunities as needed, providing support for HR and/or technical changes such as HRIS, MS Office, etc. (this role acts as a site lead and provides training as needed). 5% 7.Misc. administrative support such as completion of exit interviews, data entry of disciplinary actions, attendance tracking and filing, Transit Check coordination, temp time sheet tracking, ER contact sheet maintenance, etc.15% 4.Organization Structure and Functions: Please attach organizational chart and indicate the number of reporting relationships. N/A 6.Principal Challenges: Describe the nature and variety of the most typical and the most complex problems this job must resolve. A.Typical Problems: *Employment - multiple job openings on multiple shifts at one time. This position must ensure an adequate number of candidates in the "pool" to be considered for a position to ensure staffing levels are maintained. Working with temp agencies to resolve issues with finding the right candidate, failed pre-employment screens, and current temps with performance/attendance issues. *Coordination of tasks - this position requires an employee to be able to focus on a task while dealing with interruptions coming from the phone, email and employees dropping by with a problem. * Event planning - working with internal staff to coordinate all activities associated with an event such as enrollment, communication, budget, timing and challenges such as problems with the vendor and/or late enrollment. B.Most Complex Problems: *Most complex problems are working on projects with management where they are challenges when pushing global organizational initiatives. Sometimes they don't understand overall picture. Efforts in managing change are not always easy for managers to understand. Also when working on projects sometimes managers do not understand the questions so you have to try and explain it in a different way until it is understood. *Another complex problem can be the process of understanding technical or pharmaceutical terms when working with Managers and/or Supervisors for ex: Engineering, Quality. 7.Decision Making Authority: Identify the types of decisions that this job has the authority to make on its own as well as those that must be referred to others. In both cases, include authority for decisions regarding issues of policy and procedure, administrative matters, and personnel (hiring, firing, salary increases, etc.). A.What typical decisions does the job have total authority for making? *Coordination of individual schedule - this position has full autonomy to determine daily schedule of activities to meet department needs and goals. *Hiring of hourly personnel - this position screens incoming applicants and has full authority to determine which employees to pass along to Management for consideration. *All decision required around coordination of events (as long as it is within the stated budget) - this includes communication methods, working with vendors, selection of food/venue, etc. *Coordination for substance abuse program - this position has the authority to determine when screens take place. *Payroll - how to code time within the system and how to enter adjustments within the system. *Time and attendance pursuant to CBA (Collective Bargaining Agreement) including but not limited to issue of disciplinary action based on a point system. *Training of the hourly staff in the corporate required courses. These courses need to offer an annual refresher. Due to the challenge as to access to technology, these session are one n oe or as a group. B.What typical decisions are referred to others for approval? *Any decision regarding an hourly or Union employee which falls outside of the CBA and/or handbook - such as an employee who reaches the step of termination for attendance - this position works with the HR Director to determine the course of action. *Action steps coming out of an investigation (such as harassment or violence) - this position works with the HR Manager to determine course of action. 8.Financial Dimensions: Provide financial dimensions about the position that will best describe or measure its size, influence, or effect on the business.
