SUMMARY

Provide construction management support for a large, complex technology and electronics systems at King Abdulaziz International Airport, Jeddah at Kingdom of Saudi Arabia. Systems include communications infrastructure, radio, wireless, telecommunications, data networks, transportation systems, security systems, information management, and audio-visual systems. The candidate will operate as staff augmentation to the local Construction Manager (CM) by leading and taking ownership of monitoring and resolving system construction activities to facilitate completion of airport construction, systems commissioning and project closeout.

ESSENTIAL DUTIES AND RESPONSIBILITIES includes the following. Other duties may be assigned.

On site activities including coordinating, resolving, assessing, recommending actions as part of construction management activities for state-of-the-art, $8 billion world-class airport including the following:

* Reviewing submittals in conformance with Contract Specifications and Drawings.
* Responding to Contractor's inquiries and requests for information or substitution.
* Inspection and testing of materials and plant as well as construction works.
* Reviewing of the Construction Program and provide recommendations to the CM.
* Providing measurement and cost of completed and varied work.
* Reviewing claims for variations and requests for time extensions.
* Attending and participate in a regular and technical meetings.
* Reviewing test results, training and as-built and confirm work completion.
* Issuing monthly progress reports.
* Reviewing the Contractor's commissioning plans and programs
* Attending to commissioning tests at completion
* Providing recommendations as necessary
* Reviewing commissioning test results and providing relevant comments

SUPERVISORY RESPONSIBILITIES

None - No direct staff will be reporting to this role.

QUALIFICATIONS

Excellent technical skills, master knowledge of building and infrastructure industry codes and standards, systems and security system standards.

Experience as a system design/construction engineer in an A&E environment with the following characteristics:

Technology
1. Technology Communications Infrastructure
* Proficiency in the infrastructure including pathways, media and distribution facilities such as fiber optic systems and copper distribution infrastructure.
2. Technology Communications Systems
* Proficiency in communication systems including telecommunication systems, data networks, wireless/radio, industry specific special systems, audio/visual systems, and security systems.
3. Technology Systems Specifications
* Proficiency on the principles , methods and procedures for systems specifications as per CSI Master Format
Processes
1. Change Management
* Proficiency in the principles and methods for planning or managing the implementation, update or integration of information technology and low voltage systems
2. Financial Analysis
* Proficiency of the principles and methods of construction costing analysis including time value of money, present value concepts and quantifying tangible and intangible benefits.
3. Data Analysis & Reporting
* Proficiency of how to analyze data using tools that look for trends or anomalies, establish relationships and predict future patterns among events.

Extensive experience and familiarity with Construction Specification Index Format Extensive experience in Construction Administration / Construction Oversight role. Excellent communication, organizational and project documentation skills.
Extensive experience and proficiency with MS Office, Visio, MS Project, and AutoCAD Up-to-date knowledge of the latest technology and design engineering practices.
EDUCATION and/or EXPERIENCE

Bachelor's Degree in related Engineering field to include Electrical Engineering, Industrial / Systems Engineering, Architectural Engineering, or Computer Science. Additional four years, of directly applicable work experience in the A/E industry will be considered for those not meeting educational requirements

Minimum of five (5) years construction experience in deployments of infrastructure, communications, security, audio / video and security system projects.

LANGUAGE SKILLS

Duties require mastery of the English language and technical / contractual terminology to support preparation of contractual documents. Knowledge of Arabic is a plus.

MATHEMATICAL SKILLS

Perform comprehensive calculations in determining the following:
Capacity calculations
Link Loss budgets
Analysis of performance characteristics vs. required performance

REASONING ABILITY

Use sound engineering principles from the design document to manage construction activities

Use organizational and reasoning skills to manage multiple assignments concurrently and manage priorities.

Be able to understand the impact of written requirements to the construction phase, i.e. how a contractor will interpret the engineering documents

Identifies and mitigates risks throughout the project delivery

CERTIFICATES, LICENSES, REGISTRATIONS

Has achieved professional engineering licensure or certification in one of the following:
1. BICSI - Registered Communications Distribution Designer (RCDD)
2. BICSI - Design Specialty Certifications (OSP, NTS, WD, ESS)
3. InfoComm - Certified Technology Specialist - Design (CTS-D)
4. Certified Cisco Design Professional (CCDP)
5. ASIS Security Certification
6. PMI - Project Management Professional (PMP)

Requires the ability to perform field observations and inspections throughout the project lifecycle including walking into construction sites and inspecting system installations.

Normal environment is project site office environment at international airport to meet with clients, and review construction progress.

Living environment is in Jeddah, Kingdom of Saudi Arabia with or without accompanying dependents. Travel to work using company car. Accommodation, healthcare, and allowances are included.
