Discover Financial Services (DFS), a bank holding company, operates through two principal business segments – Direct Banking and Payment Services. The Direct Banking segment provides a broad range of financial products and services that extends beyond credit cards to include online checking, savings, certificate of deposits, and money market accounts, as well as home loans, private student loans, personal loans and home equity loans. The Payment Services segment consists of the Discover Network, PULSE ATM/Debit Network and Diners Club International, a global payment network.

The Compliance Manager will be a member of a team of compliance professionals within the DFS Corporate Compliance Department responsible for providing compliance advice and expertise to various product-lines in DFS’s Direct Banking business segments.

Specific responsibilities include:
•Collaborating with various levels of management within the first line of defense to ensure controls are adequately designed to mitigate compliance risks.
• Evaluating the adequacy of business policies, procedures, training and reference materials, system and manual processes with respect to regulatory requirements
• Maintaining a high level of awareness and knowledge of regulatory compliance requirements
• Supporting Corporate Compliance in developing, implementing, and maintaining an enterprise-wide Compliance Program and culture of compliance
• Supporting the business in operationalizing legal and regulatory requirements
• Advising the business on compliance risks and controls related to new products, services or operations
• Supporting business units in the development of testing and monitoring plans covering compliance risks and controls, analyzing testing and monitoring results, and assisting the business in developing remediation and corrective action plans as appropriate
• Analyzing consumer complaint data for trends that indicate potential compliance risks and collaborating with the Law Department and business units on appropriate remediation and corrective action as necessary
• Reviewing and understanding regulatory examination findings, collaborating with the Law Department and business units on appropriate remediation and corrective action as necessary, and overseeing the implementation of any required remediation or corrective action
• Promote a risk-aware culture, ensure efficient and effective risk and compliance management practices by adhering to required standards and processes

Qualifications

• Candidate should have six (6) or more years experience, preferably with a regulatory agency or in a compliance or audit or risk management function at a financial institution.
• Broad knowledge of financial services laws or regulations, such as Electronic Fund Transfer Act (Regulation E), Equal Credit Opportunity Act (Regulation B), Serviceman’s Civil Relief Act, Fair Credit Reporting Act, Truth in Lending Act (Regulation Z), Gramm-Leach-Bliley Act, Fair Debt Collections Practices Act (FDCPA) and regulatory expectations regarding unfair, deceptive, or abusive acts or practices.
• A Certified Regulatory Compliance Manager (CRCM) certification or comparable regulatory compliance certification is preferred but not required. At a minimum, the candidate should have a desire to achieve a CRCM certification.
• The candidate should also have an understanding of corporate compliance programs including risk assessments, testing and monitoring, training, policy and procedure development and the process for implementing new products and business operations.
• The candidate must have the ability to communicate effectively both verbally and in writing with business professionals and attorneys.
• Bachelors Degree in Business Administration, Finance or related field
• Lean/Six Sigma experience is a plus.
• Strong organizational skills and ability to multi-task
• Strong analysis, decision-making and logic skills
• Self-motivated, display a high level of initiative
• Proficiency with MS Office (Word, Excel, Access).
