General Responsibilities:
Applications Consultant reporting to a Project Leader or Manager
Functions as internal technical consultant for the application project team. Works with project teams to insure systems are functionally and technically sound. Works closely with users in developing objectives for improving systems and in identifying system solution. Responsible for the support of programming personnel and programming projects. This position aids and assists the functional, project or department manager in technical matters.
Works with application project leaders to insure user requests, operational considerations, business requirements, and efficient cost-effective systems are designed that meets the user’s needs and properly utilizes the data processing resources and properly interfaces with all other systems. Study user operations and identify areas of potential improvement or possible problems and document requirements for improving the operations Works with the application project teams to insure all file structures are efficient and interface efficiently with all existing file structures Stay abreast of new technology and make recommendations as to the application of the technology in the Hertz environment. Evaluate proposed design solutions and determine feasibility and practicality in user environment and assist users in establishing system acceptance criteria. Creates detail program specifications for project team members. Provides on-the-job programming training of subordinate technical personnel to ensure efficient and accurate utilization of state-of-the-art techniques. To ensure the completeness and accuracy of coded programs, create program test data and program test plans and prepares system acceptance test plans and systems test data. Perform the designing, coding, testing, and implementation of new and existing programs Create detail program specifications and user documentation for project team members To ensure the completeness and accuracy of coded programs, create program test data and test plans. Also, assist in the preparation of systems acceptance test plans and systems test data. To ensure programs are designed to meet application requirements and to ensure ease of future enhancements and maintenance, provide user and program documentation according to installation standards As program problems occur in either the testing or production environment, debugs programs utilizing all resources available to accomplish this task including dump analysis, data verification, language debugging, etc. Confer with users to devise procedures for solution of business problems, Communicates with all users on a regular basis all problems, changes, and on-going status of the project. Assists in developing project work plans that include schedules, task priorities and staffing considerations. Provides required status reports on actual progress achieved. Study user operations and identify areas of potential improvement or possible problems and document requirements for improving the operations Other duties as assigned.
Mandatory Requirements:
Educational Background:
Bachelors degree in MIS, Computer Science or other related education, or work experience equivalent. Professional Experience:
7+ years web/java programming experience Experience with Eclipse, Tomcat, JSP, HTML, Struts, Unix/Linux and other industry standard build tools (e.g. Ant, Maven, Maven2, etc…) perferred

Knowledge:
General knowledge of hardware and software architecture Demonstrated knowledge of appropriate programming languages required Demonstrated technical knowledge of databases and tools required Demonstrated knowledge of change control processes required Demonstrated knowledge of internal and external interface requirements Skills:
