Purpose:

The Manager IT Delivery will be responsible for driving organizational transition from multiple independent application testing stakeholders – across and outside the company - to a Testing Center of Excellence (TCoE).

Secondary intent is to position this individual for a longer term Service Delivery role in the context of the TCoE.

Scope:

Autonomy - Fully accountable for actions taken and decisions made both by self and driven across organization.

Influence - Decisions critical to organizational success in the context of driving TCOE transition. Plays a key role in relationship management across stakeholder groups.

Complexity – Role in implementation and iterative refinement and application of TCoE strategy. Work involves application of high-level management and leadership skills. Has deep understanding of information systems industry and emerging technologies and implications for the wider business environment.

Manage - Ensure that resources are aligned to drive stated outcomes. Escalate aggressively when appropriate.

Primary Responsibilities:

Overall accountability for multiple threads of testing transition delivery, including internal to internal transitions, vendor to internal transitions, and vendor to vendor transitions

Expected to comprehend transition objectives and all related dependencies. The Manager IT Delivery is responsible for gathering and analyzing information such as: status, ensuring sufficient Xerox resources are available and planned, ensuring risk/issue identification and remediation plans are in place, ensuring all stakeholders are committed.

It is required that standard project management approaches, including existing organization specific procedures (i.e. TTM) must be utilized in the execution of this critical role.

Assists in the relationship with all stakeholders, including outsourcing vendor. Author/support Request for Proposals (RFPs) Statements of Work (SOWs) and Service Level Agreements (SLAs) that are not ambiguous and will ensure complete vendor understanding of the required deliverables, timeline, cost, quality, and documentation of the deliverables for RFPs, SOWs, and SLAs.

Inspects adherence to TCoE processes, principles, and organizational or corporate policies in the context of transition (adoption / adherence)

Manages conflict at the appropriate levels

Primary communications vehicle to TCoE Leader with respect to transition

Collaborate with Finance Manager to develop Program/Project operating budgets.

Monitor, program risk and CMO issues and facilitate the development of mitigating actions.

Comprehends outsourcing delivery model and can manage effectively within the outsourcing delivery model

Comprehends various SDLC methodologies (i.e. Waterfall, Scrum), particularly how mature testing practices fit within these models

Candidate Education:

Minimum: Bachelor's Degree Computer Science and/or extensive experience working in Software Development teams required

Professional Certifications:

Preferred: TTM and CMM training, PMI certification a plus

Preferred: LSS Green Belt

Candidate Background: Skills, Knowledge & Ability:

Minimum requirements:

Has proven delivery management and leadership skills along with successful delivery of 2 or more large sized projects

Ability to lead a team of technical individuals

Pertinent technical experience a requirerment (e.g. Seibel, Oracle, SAP etc.)

Effective written and verbal communication skills
