Job Summary

Coordinate and optimize boiler outage schedules, inspections and resources. Lead regional outage inspection and execution teams. Gather information and report on key maintenance activities, budgets, spending, and events. Provide feedback and training resources for the development of plant maintenance departments. Reports to MANH Regional Vice President.

Essential Duties and Responsibilities

Assist with the planning, execution and management of outages and projects working closely with plant personnel. Actively participate in the execution of all major boiler outages. Ensure all maintenance activities in the region are performed in a safe, cost effective, efficient and proper manner. Work with Plant Maintenance Managers to ensure outages are properly planned and executed to maintain excellent reliability of the boilers, turbines, APC systems and auxiliary equipment.

Facilitate operation of Wheelabrator plants as an operating unit rather than separate businesses.

Coordinate plant outage schedules within geographic areas for the optimization of common resources.

Review, evaluate, and provide feedback on boiler outage and project schedules and scopes of work.

Optimize usage of outside contractors by monitoring usage and performance, providing feedback, coordinating schedules and developing agreements.

Communicate common problems and solutions across the region. Organize meetings to facilitate exchange of information between the plants.

Evaluate the performance of maintenance departments and provide constructive feedback to maintenance superintendents, operations managers, and plant managers. Provide written reports documenting findings and recommendations.

Provide other support for maintenance supervisors as required.

Lead or assist boiler inspections, data analysis, contractor management and work coordination during outages

Participate in the development and review of plant repairs and maintenance budgeting and forecasting. Be familiar with plant R&M budgets and overall business structures.

Select, supervise, train, develop and monitor performance of Regional Engineer. Develop the position as a technical resource to the region and support for plants needs.

Manage the National Board Certificate of Authorization and R stamp for the region. Ensure that all steps are taken to maintain the certification and continually monitor Wheelabrator facilities at assure compliance with the quality manual. Assign corrective steps as required.

Travel extensively to plants within the company working varied work hours as the situation dictates. Work assignments may include weekends, night shifts and/or extended hours.

Responsible for the development, planning and implementation of various regional and corporate projects and programs, as assigned. Evaluate and implement new software and inspection tools and method as required.

Support and enforce company policies and procedures.

Identify, encourage, and facilitate training needs for maintenance supervisors and maintenance technicians.

Participate in ongoing professional development and training opportunities. Advance your personal development and provide training and guidance for others. Assist in development, implementation and support of maintenance training programs as required.

Education/Experience

· Bachelor of Science degree from an accredited university in an engineering or applied science field or ten years of equivalent experience.

· Five years experience in the resource recovery or other power plant operation, maintenance or construction.

Computer Skills

Ability to productively utilize a computer with working knowledge of spread sheet, word processing, communications, and project planning software.

Other Requirements

· Thorough understanding of the repairs and maintenance of power plant equipment.

· Valid drivers’ license and willing to travel extensively.

· Thorough knowledge of welding procedures, techniques and equipment.

· Working knowledge of ASME Boiler Code requirements.

· Ability to read, comprehend and generate working drawings, clear instructions manuals, vendor manuals, engineered drawings, technical data, work orders, and training material.

· Ability to communicate verbally and in writing in a clear and concise manner.

· Knowledge of plant equipment, materials, operating procedures, and standards.

· Ability to make frequent independent decisions to ensure safe and proper plant operation and maintenance. Ability to demonstrate logical and sound judgment in choosing courses of action.

· Good interpersonal and team development skills.

· Experience in maintenance planning, inventory practices and multi-craft supervision.

· Ability to effectively communicate with other personnel via in-situ intercom system and two-way radio.

· Ability to receive and comprehend instructions given, both written and verbally.

· Ability to perform tasks or functions completely with minimal supervision.

· Ability to recognize operational inconsistencies and hazards in the workplace and display proper judgment in responding to them.

· Ability to access confined spaces and pressure vessels thru standard 12" x 16" man ways.

· Ability to work in confined spaces and pressure vessels that have minimal headroom and work space for the purpose of performing inspections and repairs.

· Ability to work in areas under adverse conditions that may require the donning and use of personal protective equipment including, but not limited to, the following with average fatigue.

· Ability to safely operate portable fire extinguishing equipment ranging from hand held extinguishers to 200 lb. portable units to the extent required to extinguish fires in the incipient stage.

· Ability to operate a 1.5 inch fire hose operating at 125 psi line pressure to the extent required to extinguish fire in the incipient stage.

· Ability to ascend and descend stairs and stationary vertical ladders as part of normal work activity and emergency egress situations.

· Ability to move about all areas of the plant, including catwalks, deck grating, wet and muddy areas, and uneven surfaces.
