GENERAL PURPOSE OF THE POSITION:��

This position involves adminsitrering Human Resources policies, programs, and practices, as well as assisting in formulating policies and procedures for the HR Department.

ESSENTIAL JOB DUTIES AND RESPONSIBILITIES:

- Partner with employees and management to communicate various Human Resources policies, procedures, laws, standards, and government regulations.

- Respond to employee relation issues such as employee complaints, harassment allegations, and civil rights complaints.

- Coach, counsel, and guide managers before execution of disciplinary actions. Draft disciplinary documentation, manage, and track all disciplinary action.

- Recruiting efforts for vacant positions within the company. Schedule and interview applicants, monitor hiring process (background checks, drug testing, orientation, etc.). Monitor termination process for employees excluding exit interviews.

- Implement and annually update compensation program; rewrite job descriptions as necessary; analyze compensation' monitor performance evaluation program and revises as necessary. Review performance evaluations and provides suggested changes to managers.

- Develop, prepare, and distribute information regarding benefit programs such as life, health, dental, credit union, and 401K; coordination and review of existing plans as well as recommending, implementing, and communicating plan changes and enhancements/ Also assist in claims resolution, change reporting, and approving invoices for payment.

- File workers' compensation insurance claims; maintain OSHA log; quarterly updates of drivers list for automobile insurance.

- Maintain personnel files, research, and respond to employee inquirires, set up garnishments, and salary adjustments.

- Conduct 401K loan administration, min and year-end non-discrimination testing and reporting requirements.

- Recommend new approaches, policies, and procedures to effect continual improvements in efficiency of department and services performed.

- Process and maintain files for employee deductions, garnishments, and other related court orders. Ensure that deductions are in accordance with applicable state and federal laws. Update accounting files for employee salary changes.

- Set up and monitor training programs. Work with and invoice the State of Maryland PWQ grant program.

SKILLS AND ABILITIES REQUIRED:

- Must have the ability to maintain confidential information.

- Must have good time management skills with excellent attention to detail. Ability to meet deadlines is essential.

- Must have a positive and respecful attitude and maintain good working relationships with management staff and employees.

- Thorough knowledge of contemporary HR practices, the principles and practices of personnel administration, knowledge of sound techniques in all aspects of personnel management and the ability to apply and adapt practices and techniques to the special requirements of senior management.

- The ability to present facts and recommendations effectively in oral and written form is essential.

- Knowledge of current Federal and State laws governing employment are essential.

- Must be able to work in a high volume/fast-paced environment and handle multiple tasks. Must demonstrate flexible and efficient time management and the ability to prioritize workload.

- The successful candidate will be a self-motivated, critical thinker and team player with a positive attitude. A pleasant disposition and excellent interpersonal skills are a must.

COMPUTER EQUIPMENT AND SOFTWARE REQUIREMENTS:

- Proficiency in MS Word, Excel, Access, Computerized Accounting Software, Internet Explorer, 10-key calculator.

EDUCATION AND EXPERIENCE REQUIRED:

- Requireas a high school diploma or its equivalent supplemented with education, training coursework/seminar attendance in HR.

- Requires minimum 3 years of HR Generalist experience.

- PHR/SPHR certification
