Director of Enrollment and Billing Operations - West Region

Primary Responsibilities:



Lead a multi-year, multi-million dollar, high profile strategic initiative for UnitedHealthcare to deliver a new enterprise wide billing and reconciliation system  


The primary objective of this project is to deliver a new level of transparency and simplicity for our customers, while driving improved productivity and efficiencies throughout the Billing and Enrollment organization 

Drive a strategic vision for the organization with regard to innovative technology solutions that create ease of administration for our customers 

Assist leaders in strategic operational optimization with technology enhancements 

Oversee vision, scope, requirements, design, build, testing and implementation of multiple releases of the new billing system 

Ensure operational readiness of key deliverables including resource assessment and coordination of stakeholder readiness  

Oversee program communication across the organization 

Determine Enrollment and Billing strategy and present key initiatives and strategies with senior business leaders across the enterprise 

Present project progress and deliverables to executive staff and communicate how changes will affect all billing, enrollment and ancillary systems 

Direct and oversee cost benefit analysis and capital management process 

Support domain strategy and high level operations planning discussions 

Meet agreed upon scope,  timelines and deliverables 

Develop new processes and procedures in support of the new product 

Drive change in response to new products, new regulations, system enhancements, and platform and operational migrations 

Oversight of key managers involved in the development of new projects 

Resource management planning and execution, management of project budgets 

Build strong, trusting relationships across all cross-functional departments 

Provide non-production support to critical billing and enrollment tasks across E&I, C&S and M&R areas:  


Business Analysis 

Data Analytics 

Solutions Analysis 

Capital Planning 

System Project Management 

BPM Strategy and Implementation 

Provide business process and project management for all E&I, C&S and M&R Enrollment and Billing functional areas and platforms 

Represent Enrollment and Billing in either a SME or project management capacity on a wide variety of initiatives in response to new products, new regulations, system enhancements, and platform and operational migrations 

Responsibility for external and internal partner relationships and communications 

Required Qualifications:  

5+ years of experience in healthcare insurance
5+ years of leadership/supervisory experience
Experience with enterprise wide projects effecting multiple departments and entities
Bachelor's degree, or equivalent work experience
Strong financial and business acumen
Proficient with Microsoft Word, Excel and PowerPoint
Strong communication, presentation, and negotiation skills, presenting complex information across all audiences
Able to work across a complex, changing environment to meet changing business needs
Proactive, hands-on leader with a strategic vision who will drive operational performance with a high degree of accountability and integrity
Travel - 15% depending on location
Preferred Qualifications:

Oracle knowledge
