Having reported into a structured PMO with tollgates/artifacts is a huge plus

The client is seeking an experienced Project Manager to assist in the management of a number of projects. The candidate will be responsible for planning, organizing, developing and implementing of medium to large scale technology software projects. Works with business owners to define project scope and project requirements, build business cases, and oversees and prioritizes the delivery and implementation of technology solutions.

Qualifications
A minimum of 8 years of IT Project Management experience.
Ability to direct the work of others, to coordinate activities and resources within or between units and to assess and evaluate the performance of computer operating systems.
Background in business management, management processes and customers needs.
Must have experience working and leading PMO functions
Must possess strong interpersonal, communication and leadership skills, motivation, decisiveness, flexibility and sound business judgment.
Must be able to communicate clearly and persuasively, both verbally and written.
A clear vision of current and emerging trends in technology.
Excellent interpersonal and communication skills, effective planning and problem-solving abilities and strong technical expertise.
Knowledge of instructional design and project management concepts as well as experience in the actual development and implementation of systems.

Responsibilities
Manages the design, strategic planning, development and implementation of new or enhancement information technology projects or programs from inception to implementation.
Assembles, directs and oversees project teams, vendors, and other technology groups in an effort to identify appropriate project resources and objectives. Develops and monitors schedules to ensure that projects are completed within established deadlines.
Manages the integration of project activities and information across project teams and advises, monitors and oversees system analysis, design, configuration and deployment of solution components.
Communicates with internal and external parties on project status and prepares reports for management review.
Evaluates the scope and complexity of projects and programs and implements the necessary resources to ensure adherence to policies and procedures. This includes preparing detailed project plans, allocating staff and establishing budget requirements.
Directs and oversees the Project Management Life Cycle (PMLC) which encompasses the planning, organizing and managing of resources to bring about the successful completion of specific projects goals and objectives. This includes developing detailed project plans, establishing milestones and defining the resources required.
Conforms to the PMO Project Management Lifecycle artifact/deliverables administration including the creation and maintenance of, by project phase and posting to their respective project site repositories.
Assist PMO with Methodology deployment and Process reengineering and evaluation efforts
Leads status meetings, identifies project risks and mitigation strategies, and communicates status and risk issues to stakeholders.
Interfaces with all levels of business and technical management staff and project teams to facilitate problem resolution and the resolution of competing priorities.
Performs project assessment, critical path, dependencies and impact analysis and presents escalated issues and recommendations to executive management.
Identifies, categorizes, mitigates, resolves and/or reports project issues. Meets regularly with other related areas to ensure that integration issues are identified and resolved. Tracks and maintains detailed issues and risks lists, and prepares appropriate project meeting minutes and status reports.
Monitors and manages team progress to ensure that project objectives are met. Reports team status to internal and external stakeholders. Participates, when necessary, in the interview, requirement analysis and design to the extent of serving as a Lead Business Analyst, Data Analyst and/or Testing Analyst as the need arises.
Conducts scoping sessions and assists in the creation of work and proposal statements. This may include providing technical approaches, tasks, deliverables, work estimate, assumptions, dependencies, etc.
Work on developing business cases, technology sections of RFI, RFP and perform discovery and feasibility studies on new projects under evaluation.
Partners closely with multiple business offices and
Work closely with Project Management Office. Maintains PMO and Enterprise Project Management product awareness and conducts PMO/EPM team training and knowledge transfer.
