Program Manager, Medicare & Retirement Digital - Minnetonka, MN or Cypress, CA

This position is responsible for the coordination and completion of major digital / eCommerce projects in operations throughout UnitedHealthcare Medicare & Retirement Digital involving multi-functional areas with potentially significant financial and regulatory impacts. The Program Manager will provide subject matter expertise in areas including project management, project scope definition, risk identification, project methodology, resource allocation, facilitation, and other areas of expertise based on professional knowledge and background. Focus of digital / eCommerce projects will be on Medicare Advantage; Medicare Supplement; and Prescription Drug Program. In addition, this position will make presentations to management on project updates, project cycle and expected results. This person will ensure projects are completed on time and in scope, and could manage indirect reports.
 
Primary Responsibilities:

Manages project plans, dashboards and open issues/action items for UnitedHealthcare Medicare & Retirement Digital Team for eCommerce initiatives in the Medicare business space
Manages various meetings (including kickoff meetings, requirements gathering meetings, weekly program status meetings, regular agency meetings, etc.)
Coordinates and facilitates agenda development, note taking, and meeting recaps
Prepares status updates and documentation for various meetings
Liaisons to other cross functional groups
Ensures appropriate individuals from each functional area is engaged across the respective portal audiences
Works with the Business and IT on reviewing business vision documents, business requirements documents, and detailed design documents to determine new eCommerce feature/functionality
Assists with communications where applicable within and outside the department, reaching across the organization
Assists with User Acceptance Testing / Post Acceptance Testing that occur during regular business hours and outside business hours (late evenings/early mornings and weekends when necessary)
Oversees various deliverables and timelines to ensure tasks align with deliverable dates
Attends and assists in facilitating the daily project manager meeting call to review all project deliverables due that day
Facilitates IT timelines of Operating & Maintenance releases
Manages change control process
Takes charge of ad hoc projects assigned
Manages project budgets and SOWs/invoices
Potentially manages direct reports, project managers
Generally work is self-directed and not prescribed
Works with less structured, more complex issues
Translates concepts into practice
Assesses and interprets customer needs and requirements
Identifies solutions to non-standard requests and problems
Solves moderately complex problems and/or conducts moderately complex analyses
Provides explanations and information to others on difficult issues

Required Qualifications:

BA/BS or equivalent education and experience
3+ years of direct eCommerce experience
5+ years of experience in project management to include release management and change control
Demonstrated ability to multitask, organize and prioritize work and continue to monitor and make changes to work as the project needs dictate
Demonstrated ability to build and maintain relationships and must possess strong interpersonal skills.
Demonstrated ability to drive projects and be self-directed and motivated
Identifies as well as resolves issues and roadblocks inhibiting completion of milestones
Demonstrated history in navigating cross functional/cross segment, enterprise groups and possess high tolerance to stress and the ability to handle difficult situations in a confident and diplomatic manner within a large matrix organization
Provides leadership, organization and methodology to a multi-functional project team
Excellent oral and written communication skills
Demonstrated proficiency in Microsoft Project, Excel, Word, and PowerPoint
Preferred Qualifications:

Project Management certification
Knowledge of healthcare and Medicare business
Previous general management experience
