Job Summary To plan and manage the clinical and administrative operations of the Nursing Division including supervision of RN, LPN and MA staff of the University Health Service (UHS); to assure a high standard of patient care; to manage human and fiscal resources for the Nursing Unit ; to provide direct primary or specialty health care to patients and families in an outpatient setting (up to 50% time) as either a Staff Nurse or Nurse Practitioner.

Responsibilities* Administrative Leadership Plan and direct clinical nursing activities at UHS. Maintain collaborative relationships with the Medical Director, the Nursing Liaison for UMHS Ambulatory Care, all UHS Staff nurses and LPN's, MA's (including MA lead and MA specialists), clinic service chiefs, administrative and clerical services management, clinicians, and all other supervisors and managers of other UHS departments. Develop and implement goals and objectives that are consistent with regulatory guidelines, UHS mission and philosophy, and with contractual provisions. Supervise operations. Establish and monitor staffing patterns to assure cost effective utilization of resources in meeting patient care standards. Implement a staffing schedule responsive to change in patient activity levels. Identify and recommend staffing levels to the UHS Medical Director. Structure the work areas for Nursing and MA staff, with a focus on key processes or initiatives, links to responsibilities to departmental objectives; empower staff through clearly defined roles and responsibilities. Manage employee performance by updating job descriptions, providing performance feedback, conducting annual written performance reviews and when necessary, establish and implement plans for appropriate corrective action such as coaching, counseling and discipline when appropriate. Maintain a stable and productive work environment by obtaining feedback from employees regarding overall job satisfaction and initialing actions to maximize employee morale and productivity. Prepare, administer and monitor account budgets for the Nursing unit, and identify corrective actions as necessary. Pursue cost containment. Assist in the formulation, implementation, and interpretation of University, UHS and Nursing policies and procedures. Develop and formalize service guidelines that are consistent with these policies. Maintain knowledge and skill carrying out provisions of the contractual agreement with the bargaining unit for Nursing. Participate in clinical program development with representatives of other health care disciplines. Set agendas and lead nurse staff meetings. Participate as a standing member of the Medical Executive Committee, the Infection Control and Safety Committee, the Workload Review Committee and other UHS committees and workgroups as directed. Coordinate scheduling functions of the Nursing unit. Review and approve requests for time off from nursing staff in a manner that supports the clinical needs of the organization. Recruit, interview and hire staff. Provide orientation and professional development for staff. Ensure that all staff in the Nursing Unit meet UHS annual requirements and competencies for nursing services upon hire and annually. Maintain records that document staff involvement. Ensure that all staff are certified in TB administration and reading. Assist with the UHS Quality Improvement Program and promote quality improvement initiatives within the Nursing Unit. Assist in the planning and preparation for AAAHC reaccreditation. In this work which reports to the UHS Director, work with Division Directors, Managers and Supervisors to create and maintain policies and procedures in compliance with AAAHC standards. Assist in the planning, oversight, practice and documentation of the protocols in place for responding to medical emergencies at UHS and for the annual CPR/BLS training of staff. Coordinate and collaborate with the Medical Director and Infection Control Officer to provide appropriate nurse liaison in support of the Infection Control Plan. Develop and maintain an appropriate latent TB follow up program. Represent the UHS Medical Director to other administrators and outside agencies. Foster a working environment that is in alignment with UHS and Student Life goals and one that encourages student learning.

Clinical Nursing Activities Assess, diagnose and treat health problems. Applies the nursing process in the care of ambulatory care patients in the clinic and via telehealth care. Document patient care and progress and maintain complete and detailed patient records. Provide physical and psychosocial assessment and evaluation of multiple medical, surgical and gynecological conditions and initiate or provide appropriate nursing care. Provide nursing care including but not limited to blood pressure monitoring, diabetic education, pregnancy options counseling, contraceptive counseling, wound and burn care, orthopedic nursing care, care of acute asthmatics, counseling regarding abnormal pap smears, and gynecological procedures. Use protocols for treatment of UTI's, treatment of strep pharyngitis, and other conditions as developed and approved. Provide nursing care to patients including the administration of medications and treatments as ordered and assist with diagnostic procedures and monitor patient status. Provide telephone triage and provide clinical advice for patients in person or by phone/email/web portal. Provide patient education regarding health problems seen in the medical clinic, gynecology clinic and allergy and travel health clinic. Provide patient care in the Allergy/Immunization/Travel Clinic, including allergy immunotherapy, allergy skin testing, pulmonary function testing, travel health assessment, education and immunization. Provide routine immunization for children over the age of ten years and adults. Provide tuberculosis skin testing and interpretation and referral of positive skin test. Develop and implement patient education programs. Present workshops, lectures and in-service programs as indicated. Serve as a preceptor for undergraduate and graduate nursing students, including nurse practitioner students as appropriate. Participate in the development of policies, procedures, and protocols including standards of care. SUPERVISION EXERCISED

Administrative supervision is exercised over Staff Nurses (RN's), Licensed Practical Nurses, and Medical Assistants (including MA lead and specialists).

Required Qualifications* Current licensure as a Registered Nurse in the state of Michigan.

Required Educational Requirement:

Masters degree in Nursing or Health Care Administration, Public Health, Business or related field (a Juris Doctor degree may be considered)

If Masters degree is not in Nursing, a Bachelors degree in Nursing is required

Two (2) or more years RN or Nurse Practitioner experience in an ambulatory care setting.

Four (4) or more years of progressively responsible nursing experience.

Demonstrated effective communication, customer service and conflict management skills.

Demonstrated competence in leadership and/or management of nursing staff.

Excellent oral and written communication skills.

Strong interpersonal and communication skills.

Demonstrated ability to communicate expectations; to lead by actions as well as words. To build consensus and share credit for success.

Demonstrated ability to work collaboratively with others.

Creativity and a high level of energy.

Desired Qualifications* Demonstrated experience in nursing administration, supervision, or the coordination of the work of others.

Working knowledge of the Agreement between the Regents of the University of Michigan and the Michigan Nurses Association and the University of Michigan Professional Nurse Council.

Telephone advice experience.

Experience in Quality Improvement Initiatives.

Experience in LEAN techniques, operations improvement, marketing, and/or strategic planning.

Knowledge of ambulatory care nursing standards.

College health experience.

Certification in Ambulatory Care Nursing.

Familiarity with and experience using Patient Centered Medical Home concepts.

Understanding and involvement in Health care Accreditation activities.

Experience in Women's Health.

Immunotherapy and Travel Health experience.

Demonstrated knowledge and skills in the provision of diabetic education, pregnancy options counseling, treatment of orthopedic injuries, casting and splinting and treatment of acute asthmatics.

Bilingual or multi-lingual skills

Work Schedule Note: This is a full-time, exempt position. Approximately 50 percent effort directed to Nurse Manager functions. The remainder of the effort, just under 50 percent, is spent in performing Clinical Nurse functions.
