Summary -- Coordinates all aspects of the company's benefit programs, insure accurate communication of benefits to all employees, provide assistance to all employees concerning benefit issues, provide accurate tracking and reports to HR management and provide assistance with HR related issues.
 
Essential Duties and Responsibilities include the following. Other duties may be assigned.
 
•           Maintains knowledge of legal requirements and government reporting regulations affecting human resources functions and ensures policies, procedures, and reporting are in compliance.
 
•           Ability to help eligible employees both in person and over the phone to complete any enrollment forms for 401(k), loan applications, medical insurance, and other benefit enrollment forms.
 
•           Maintain records of benefit plan participation such as insurance and 401(k), personnel transactions such as hires, promotions, transfers, performance reviews, and terminations, and employee statistics for government reporting.
 
•           Responds to inquiries regarding policies, procedures, and programs.  Requires good working knowledge of 401(k), current benefits offered, and COBRA eligibility; open enrollment periods and requirements, and other basic retirement and benefit plan information. Works with TPA's on day to day inquiries and issues.
 
•           Reviews and processes 401(k), benefits and other forms to be sent to pension plan administrators, enters in database for upload to Health Benefit Administrators on a timely basis, or send to insurance companies; contacts employees if forms are incomplete or questionable.
 
•           Responsible for auditing complex billing from each of the insurance carriers on a monthly basis. Auditing must be completed and communicated within specified timeframes. Must be able to reconcile monthly billing from all carriers, TPA's and brokers either in writing or via online service by deadline each entity has established. Must work with all facilities in tracking all new hires, changes and terminations and submit to all carriers and TPA's by established deadlines.
 
•           Responsible for developing, maintaining and ordering supplies of personnel forms, employee handbooks, benefit summaries, insurance forms and directories for central services and facility use.
 
•           Assemble new hire and benefit packages using knowledge of differences in hiring, handbook or benefit plan differences in various locations. Assist sales team with off location hiring process.
 
•           Will be responsible for communication, coordination and assisting with open enrollment process each plan year at all facilities. Will be responsible for gathering all employee materials during open enrollment and timely and accurately processing. Will be responsible for developing or revising open enrollment material for accurately communicating any revised benefit information to employees.
 
•           Work with facilities to maintain and keep current the leave of absence roster and insure all insurance payments are collected and applied timely. Insure that all facilities are communicating appropriate leave information to employees.
 
•           Assist Human Resource Director with HR related projects, current goals, employee communications, facility related projects, etc.

Requirements: • Must be bilingual English/Spanish • Must have at least verifiable intermediate computer skills with an emphasis on Excel • Ability to interact and communicate with all levels of employees, vendors, insurance carriers, etc. •Ability to multi-task, hit deadlines, manage multiple projects Ability to work in a high stress and intense environment •Ability to maintain a high level of confidentiality •Ability to maintain professionalism •Ability to conduct effective meetings and give presentations in front of groups •Must be highly organized, detailed oriented and know how to prioritize and manage time •Must have at least 2 years prior experience and knowledge of  employee benefit plans •Must have at least 2 years prior experience and knowledge of HR, California employment laws and some workers compensation claims information.
