The Subcontract Manager is responsible for overseeing the daily operations of the purchasing system. In this role, the Subcontract Manager will oversee the effective procurement of services, materials, and supplies that meet the needs or the organization and requirements of its government customers. The Subcontract Manager will be directly responsible for ensuring that all purchasing activity is appropriately authorized and documented in accordance with company policies and purchasing procedures. They will ensure compliance to enterprise, segment, customer, and contract requirements as well as purchasing criteria in the Federal Acquisition Regulation (FAR), and the Defense Federal Acquisition Regulation Supplement (DFARS). It will be critical in this role to establish and maintain relationships across the enterprise, segment, and assigned supply chain.  
  
Primary Responsibilities: 

Capture and communicate customer needs and requirements to suppliers in the form of RFx, agreements, and purchase orders
Works with minimal guidance; seeks guidance on very complex activity
Identifies solutions to non-standard subcontract and procurement requests and issues
Ensures compliance to regulations, processes, and requirements are followed before, during, and after proposal or award
Coordinate procurement activity with other functional areas and ES&P (Enterprise Sourcing & Procurement)
Solves moderately complex problems and/or conducts moderately complex analyses
Act as the vendor relationship owner where ES&P has no relationship
Evaluate supplier responses, complete source selection based on award criteria, monitor supplier performance
Execute and support enterprise supply chain strategies
Execute sourcing and contracting processes
Perform vendor management and oversight
Drive Excellence in Enterprise Sourcing and Procurement Operations
Contribute to the development and implementation  Procurement Programs
Drive/Facilitate Compliance with Applicable Laws, Regulations, Mandates and Contracts
Demonstrate Knowledge of Business and Industry Processes, Policies and Procedures
Monitors procurement activity and ensures adequate documentation is developed
Ensures that the appropriate analysis of cost or price has been performed for all procurements
Serves as a subject matter expert to the Assistant Director, Subcontracts and Director, Subcontracts

Requirements


Required Qualifications: 

Undergraduate degree or equivalent experience
10+ years of experience in progressively responsible subcontracting and purchasing roles
5+ years of experience in Department of Defense and/or Federal government subcontracting
5+ years of experience in negotiating, executing, documenting, and monitoring complex subcontract agreements
Working knowledge of FAR and DFARS
Working knowledge of TINA and CAS
Deep technical experience in delivering CPSR compliant subcontracts
Deep technical experience in performing RFP, cost and price analyses, source selection justification, commercial item determination
Experienced in managing subcontract funding and spend.
Excellent Microsoft skills - Word, Excel, PowerPoint, Access and Outlook
Excellent communication skills, written and verbal
