TJX, Inc. is hiring an Assistant Vice President, Carrier Network Management. This person reports directly to the Vice President of Transportation Network Operations, and is based in our Marlborough, MA office. The AVP is accountable for overseeing a cost-effective and productive carrier network representing movement of over $20 billion of merchandise from over 19,000 domestic and POE vendors, and 4 consolidation centers. The person in this role will also be expected to create strategic synergies between inbound and outbound carrier lanes. The AVP will utilize their outstanding analytical and communication skills to ensure the successful movement of approximately 200,000 loads per year of TJX merchandise to 15 Distribution Centers nationally. This person will administer operating guidelines, negotiate rates to reduce costs and improve freight flows with the existing carrier network, and will also work to develop new carriers as needed. The AVP will manage a transportation budget of over $350 million.

Responsibilities

  • Carrier Management: Oversees the network of providers for Marmaxx (Marshalls and TJ Maxx) and HomeGoods major Truckload, Intermodal, LTL, and Dray
    • Ensures capacity and service needs of the business are being met by developing, on-boarding and maintaining the optimal mix of supply chain providers across all modes of transportation.
    • Monitors carrier performance; measures compliance; identifies trends and systemic failure points.
    • Sets cadence for and facilitates periodic operational reviews of supply chain providers supporting the inbound/outbound network and strategy.
    • Works with internal and external partners to establish action plans to continuously improve performance of supply chain providers.


  • Contract Management: Collaborates with Legal regarding the acceptance of carrier-proposed language to the MSA and Statements of Work (SOW’s)
    • Leads bid process and carrier negotiations for these activities in conjunction with Global Sourcing and Procurement.


  • Operations: Assists in the development of best practices for multi- 3rd party engagements (Trans-load, Domestic Consolidation, Dray, Line-haul, Processing)
    • Facilitates the development of SOW’s by engaging all of supply chain operations to ensure the SOW’s accurately reflect business processes and expectations.
    • Conducts periodic reviews and assessments of existing operations, and ensures the optimal carrier strategies are being applied throughout the network.
    • Leads RFP’s, bidding processes, and optimal rate negotiations across the transportation network.


  • Partnering: Work with business and logistics partners within the merchandising, Distribution Center operations, vendor, and carrier base identifying productivity initiatives, cost impacts and service enhancements.
    • Communicate details of transportation initiatives to all stakeholders to ensure alignment with business, logistics and corporate strategies.


  • Market Intelligence: Stays in tune with industry trends. Anticipates major challenges such as capacity shortages, work stoppages, etc., and develops proactive plans to mitigate where applicable
    • Supports optimal utilization of dedicated fleets and continuous movement operations.
    • Participates in the analysis and review related to the expansion of these activities.


  • Strategic Enhancements: Adapts to an ever-changing and growing organization. Develops strategic plans to leverage expertise across the enterprise and beyond the existing structures
    • Makes recommendations for continuous network enhancements.


  • Performance Monitoring: Periodically reviews Port of Entry (PoE)/ Delivered Duty Paid (DDP) strategy to ensure that it is in harmony with the domestic inbound network
    • Assists the POE group by identifying vendor candidates for POE/FOB analysis.


  • Leadership: Assumes leadership role in the continued development and enhancement of Transportation Systems to improve the visibility of the supply chain to Distribution Centers and merchandising.
    • Establishes procedures and performance monitoring standards which ensure the cost and service level goals are met, to include incorporation of robust carrier KPI’s and scorecards


  • Team: Attracts, retains and develops talent by creating an environment that provides direction, continuous learning and development, and commitment to a common vision and shared values.
    • Develops successors and talent pools for key positions
    • Provides accurate, timely developmental feedback to all team members


  • Special projects as assigned.


Requirements

  • The ideal candidate will have at least 8-10+ years’ related Transportation experience, preferably in the Retail industry
  • Bachelor’s degree or equivalent required. Degree or courses in Logistics, Supply Chain, or Transportation are a plus
  • Comprehensive understanding of the logistics industry, current trends, transportation economics, and key cost drivers across various modes
  • Extremely strong knowledge of contracts, transportation operations, and ports
  • Exceptional negotiation skills
  • Excellent communications skills, both written and verbal, are a must. Ability to communicate complex business information in a clear and compelling way
  • Proven experience building and maintaining strong functional teams through effective recruiting, training, coaching, and succession planning
  • Demonstrated ability to lead, motivate, develop, mentor and influence associates and internal partners in a changing environment
  • Ability to build effective working relationships, internally and externally
  • Ability to think strategically and envision the evolution of the industry and the customer, inspiring continuous process-improvement and productivity measurement
  • Clear understanding and knowledge of federal, state, and local regulations governing the transportation industry
  • Strong ability to measure and assess carrier performance, continuously improving processes
  • Excellent project management skills
