About this job

The Associate Director of Regulatory Adherence supports assigned regulatory or other programs by defining testing and quality strategies and managing completion of test efforts through internal staff, vendors and other constituents to ensure high quality and timely completion of assigned system projects.  This position will lead strategic regulatory initiatives across business and IT teams including, investigation of regulatory requirements, definition of business requirements and schedules, establishing project milestones, work plans, staffing requirements, funding and resource needs, and developing and implementing test strategies and plans to meet regulatory implementation dates and UHC quality requirements.
 
Primary Responsibilities:


Define enterprise program or segment level business test strategies, schedules and test plans to meet program deliverables, UHC quality requirements and implementation deadlines

Manage enterprise program or project test planning and execution, including user acceptance or integrated business process testing and testing with external vendors and other business partners

Communicate test plans, execution status, and defect impact and resolution strategies to program owners and leadership

Develop and facilitate requirement definition, project plans and schedules, business resource planning, allocation and management for impacted business functional areas, segments and test teams and manage project execution to meet approved timelines, funding and regulatory requirements

Identify vendor and external business partner test requirements and facilitate testing with partners, where required

Support defect management processes to ensure post deployment compliance requirements and operational quality metrics are attained

Identify, report, negotiate and resolve program risks, issues, resource gaps, funding requirements and mitigation plans

Identify and build tactical controls, test objectives, evaluation strategies and data to measure quality and test effectiveness

Develop or support program communications (including program status reports, program internal communications, Talking Points, Frequently asked questions, external communications)

Requirements

Required Qualifications:

BA/BS Degree in business / related field or equivalent experience required; Master’s degree is a plus
5+ years of  large enterprise program management experience with multiple work streams;  strong project management skills;  demonstrated ability to apply PMI standard
3+  years demonstrated experience with systems development models and testing methodologies;  proven ability to bridge relationships between technical and operational teams
2+ years of experience demonstrating ability to communicate, facilitate, train, coach, and drive to completion the following activities:  assessing regulatory provisions, assessing complex system or operational impacts, analyzing business requirements to define appropriate test strategies; developing, forecasting, and reporting test plans and execution metrics to ensure compliance and quality
2+ years’ experience demonstrating ability to work as a Consultant in a large, highly-matrixed organization, working with multiple business segments and stakeholders in a virtual environment
Senior level communication skills with experience presenting in front of all levels including C-Level stakeholders
Demonstrated effective negotiation, influencing and analytical skills
Proven ability to think strategically and to translate strategic directives into tactical initiatives
Superior problem solving skills
At least 2 years’ experience (intermediate level of proficiency) with MS Project, Excel, Visio, PowerPoint, SharePoint and testing applications such as ALM or Rally
Preferred Qualifications:

Prior experience within highly regulated healthcare and  / or managed care industry
Experience with healthcare claim processing or electronic (EDI) transactions
Strong familiarity with healthcare systems, operations, regulatory mandates, and industry standards
PMP certification
