Construction Supervisor will supervise all permit, make-ready and engineering activities for the Construction Permitting Department. Construction Supervisor will oversee and supervise all work performed by various engineering contractors. Construction Supervisor will ensure that all engineering and permitting intervals are completed within the given SLA timeframes.

Supervises Construction permit projects and staff. Uses strong leadership skills to effectively manage, train, and mentor Coordinators directly to meet goals and expectations. Create a culture of teamwork and demonstrates the value of teamwork through his/her actions.

ESSENTIAL FUNCTIONS:

• Supervises all permit and engineering activities for the Construction Permitting Department.
• Supervises all work performed by various engineering contractors
• Maintain a balanced workload across all engineering firms to ensure performance efficiency
• Track and monitor the performance of the entire permitting process to minimize the timeframe it takes to complete all tasks
• Develops and maintains reports on Engineering and Permit activity and keeps leadership informed of progress on a regular basis.
• Develops and maintains a positive working relationship with vendors, contractors, and public officials.
• Implement new procedural changes in response to changes in Utility requirements
• Work closely with the Legal Department and Contracts Administration Department to secure construction agreements, railroad agreements, and other specialty cable crossing agreements with the State and local municipalities.
• Serves as a TWC liaison between State and local municipalities, public utilities, and contractors in order to secure clearances and permits.
• Reviews project proposals or plans to determine time frame, funding limitations, action plans and procedures, staffing requirements and allotment of available resources to various phases of a project.
• Prioritizes projects to best meet business needs
• Establishes a work plan for projects. Assigns duties and responsibilities.
• Confers with project personnel to resolve problems.
• Supervises activities of project personnel to ensure timely completion of a project and that the project remains within the predetermined budget.
• Assists in preparation of yearly budgets, and analysis of current year budget
• Inspect work performed by TWC staff and contractors to ensure compliance with TWC quality requirements and specifications.
• Coordinates project activities, ensuring compliance with all relevant governmental and regulatory agencies. Ensures compliance with all safety regulations and requirements, including but not limited to OSHA rules.
• Perform other related duties and tasks as assigned or as become evident.

JOB REQUIREMENTS:

• Ability and knowledge to proficiently use a computer is required.
• Working knowledge of Microsoft Word and Excel are required.
• Knowledge of project management, project budgeting, and project feasibility and analysis is required.
• Ability to analyze and solve problems in a constantly changing work environment required.
• Strong trouble-shooting and decision-making skills required.
• Ability to read and write in English and use arithmetic skills accurately to complete daily paperwork required.
• Knowledge and understanding of aerial and underground CATV construction practices required.
• Ability to take initiative and handle various tasks simultaneously while working efficiently, effectively, and independently under minimal supervision required.
• Ability to work in a high-pressure environment required.
• Ability to keep a professional appearance and conduct self in a respectable, responsible, and courteous manner at all times is required.
• Ability to work hours outside of normally scheduled shift with little or no advance notification required.
• Knowledge of state and local municipality codes and requirements preferred.
• Ability to read and interpret maps and blueprints.
• Must possess two years of construction experience.
• One year of previous CATV installation is required.
• Driving is a requirement for this position. Must possess and maintain a valid Driver’s License and safe driving record.
• Must have superior interpersonal skills to interface with diverse internal and external customers including corporate business units, other cable divisions, outside vendors, multiple internal departments, government agencies, and other business contacts.
• Must possess basic math skills including the ability to add, subtract, multiply, and divide numbers accurately and to calculate percentages.
• Must have the ability to anticipate and identify problems, and take the necessary steps to solve them.
• Must be able to stoop, bend, push, and pull to carry and distribute materials to other departments.
• Must be able to lift up to 50 pounds.
• Must be able to use various test equipment as trained.

PREFERRED QUALIFICATIONS:

• Previous Supervisory experience preferred.

EDUCATION:

• High School Diploma or equivalent required
• Minimum 2 years CATV experience required
• Associate's degree in Business, Engineering or related field and 2 years CATV experience preferred; or equivalent combination of education and CATV experience required.
