As IT Director, State Relationship Management, PA Medicaid, you will be advocating for the business as it relates to programs and IT projects, and working directly with our Pennsylvania Medicaid, and evangelizing portfolio management processes throughout the organization and working with the Director, Portfolio Management to monitor and promote compliance with processes. This position will service and focus only Community & States IT projects for our Pennsylvania Medicaid. This is the place where you can do your life's best work.(sm)
 
Primary Responsibilities:

Participating in the strategic planning process for both the business and IT organizations
Maintaining an 18-24 month rolling portfolio of demand
Assisting in estimation and capital planning activities
Working with business leaders to identify and frame their IT needs, mapping them to strategic plans and prioritizing them
Assisting in the creation Business Vision Documents/business cases and CBAs (cost benefit analysis)
Partnering with leaders to determine funding and budget requirements, timing and resources for projects
Facilitating request intake and ideation process
Navigating processes for funding and execution of programs
Participating in the evolution of work intake and demand management processes
Working with Program and Project Managers to ensure that programs / projects are delivered on-time, on-budget, on benefit and on-quality (and intervening to resolve issues as required)
Participating in resource management discussions including IT resources, business resources and vendor resources
Performing portfolio balancing activities
Gathering portfolio performance data for the business, analyzing the data and reporting results
Understanding, evaluating and managing risks to the portfolio
Facilitating regular on-going portfolio performance review meetings with leaders
Creating status reports and presentations for delivery to executives

Requirements

Required Qualifications:

Experienced in the delivery of technology solutions and deep understanding of business requirements
Ability to analyze and take action on key performance indicators (KPIs)
Prior success building collaborative business partner relationships
Deep working knowledge of how business and IT organizations interact and operate together
5+ years of in developing solutions to business problems
Demonstrated knowledge of the entire SDLC
Program and project management experiences
Experience with capital planning and CBA development
Ability to translate a business agenda into technology terms and vice-versa
Demonstrated influencing and negotiation abilities
Undergraduate degree, or equivalent experience
Preferred Qualifications:

Prior interactions within the cSuite of a Fortune 500 company
Experience in a highly matrixed environment
Process mapping and process improvement / redesign experience (using Visio)
Prior portfolio management experience
Experiences within the health care industry, including knowledge of Provider business flows 
Advanced degree
