Relationships, Innovation & Performance.The Business System Analyst, Government Products (Medicare, Health Exchange), is responsible for overseeing functional requirements gathering from a product perspective. The incumbent will be versed in general healthcare / pharmacy claim processing or a similar environment and working with development to articulate product requirements. S/he will build collaborative relationships with OptumRx Account Management, Development, QA and Operational areas to ensure excellence in operations, technology readiness and support.Positions in this function work in the analysis phase of the system
development cycle and consult with users to evaluate business
requirements, identify operating procedures, evaluate existing or
proposed systems and prepare detailed specifications from which programs
will be written. This function also is intended to include those that
also may define business processes.Primary Responsibilities: Serve as primary IT resource for small to medium-size projects Work with business segments to better define project requirements for development and implementation Work with developers to get projects developed and implemented Facilitate Joint Application Development (JAD) sessions with developers and business resources Assesses and interprets customer needs and requirements Identifies solutions to non-standard requests and problems Solves moderately complex problems and/or conducts moderately complex analyses Works with minimal guidance; seeks guidance on only the most complex tasksBreakdown of Responsibilities: Document solutions as necessary to allow OptumRx to deploy the necessary functionality while meeting acute client needs. Follow proper communication protocols to inform and reply to client request. This includes Functional Requirements, Building Test Matrix, and System research/analysis. Utilize Product Methodology that ensures proper business, technical and operational requirements are defined, built, tested and deployed. Develop a firm grasp of OptumRx strategic direction and an excellent understanding of our products, systems, and services, particularly as applicable to Government Program. Perform gap analysis to come up the needed system changes per business requirements. Other duties as assigned

Requirements

Required Qualifications: Bachelor's Degree (or higher) in Information Systems, Computer Science, Engineering or in an related IT field or High School Diploma/GED with 3+ years of Business and Systems Analysis experience Experience with Business and/or System Analysis Experience gathering Business and Functional requirements from the client/business and documenting or equivalent college coursework Intermediate level of proficiency with Microsoft Excel (create and maintain spreadsheets, sort, for data analysis, and pivot tables) and Microsoft Visio (know how to create a process flow)Preferred Qualifications: Bachelor’s Degree (or higher) in Information Systems, Computer Science, Engineering or in a related IT Field with focus in Healthcare Medicare and/or Health Exchange experience Healthcare/Pharmacy Claims experience Working knowledge of relational databases, database structures (SQL) Healthcare exposureSoft Skills: Experience with process improvement, workflow, and/or evaluation of business processes Ability to problem solve and apply critical thinking to resolve business problems. Ability to manage and prioritize multiple projects at any given time, with excellent time management and organization skills. Ability to communicate analysis including trends and opportunities to clients and the business in writing and verbally
