We have an exciting opportunity within our Optum Technology Commercial Services  team working with Health and Human Services (HHS) government clients as an IT Program Manager. The role will be leading critical releases of new and enhanced functionality for our HHS clients.
 
The best match for this position is someone that has experience in client-facing roles where they have had to travel extensively and have a strong software delivery and project/release management background.
 
As an IT Program Manager within our Optum Technology Commercial Services organization, you will be accountable for project leadership and management of large-scale IT projects serving external clients in the healthcare industry. These roles require significant travel for the eastern region of the USA.

Primary Responsibilities:

Drive IT based Healthcare projects to successful completion
Lead engagements, projects to successful completion
Demonstrate project management and system development lifecycle best practices
Engage with client leadership to ensure proper expectation setting
Partner with stakeholders (internal and external to Optum) to ensure proper strategy, plan, alignment, integration and visibility
Drive consensus and decision-making with business, IT and executive management
Influence senior leaders to balance competing priorities
Travel to customer sites to meet with clients, which is estimated at 75% of out of state travel.
Lead matrixed teams to common solutions
Maintain visibility on day-to-day activities with project teams AND ensuring sufficient face-time with key executive stakeholders
Provide status reporting to internal and external stakeholders on a regular basis
Manage project financials
Mitigate risks and addressing program, project obstacles as needed
Lead, coach, manage and mentor project managers
Partner with stakeholders (internal and external to Optum) to ensure projects are on-track
Recommend options or solutions that meet a client’s needs and desired functionality
Select the most relevant tools/techniques to meet specific client requirements
Investigate root causes to client and project issues and proposes effective solutions
Apply quality standards to work products
Identify and solves problems using analysis, experience, and judgment
Develop solutions to clients' problems through application of personal experience and methods and tools; validates solutions with subject matter experts
Analyze work product progress and provides objective reporting of project status
Demonstrate excellent communication, collaboration, presentation and relationship management skills
Obtain results in a large corporate, matrixed environment
Influence others to balance competing priorities
Support teams to drive for common solutions
Provide status reporting to internal and external stakeholders on a regular basis
Mitigate risks and addressing project obstacles as needed

Requirements

Required Qualifications:

10+ years of IT consulting project management experience
5+ years leading projects in external client-facing environments
Proven track record of managing and delivering all aspects of Systems Development Life Cycle phases of complex Systems Integration projects and releases successfully
Successful track record of delivering programs on scope, on time, on budget, on quality and on benefit
Experience working through complex issues and providing alternative solutions, with IT organizational and cross-functional awareness
Excellent written and verbal communication and presentation, collaboration, and relationship management skills
Ability to communicate technology matters to clients, business partners, senior executives, and strategic partners
Successful in obtaining results in a large corporate, matrixed environment
Demonstrated experience using MS Project, Excel, Visio, PowerPoint and SharePoint
Excellent time management, organizational, and prioritization skills and ability to balance multiple priorities
Willingness and ability to travel up to 75% of the time when required
PMP Certification
Preferred Qualifications:

Prior experience serving as a consultant to government clients
Experience leading programs in the healthcare domain
Prior experience working for a top-tier professional services consulting firm
Relevant bachelor's degree or equivalent experiences; advanced degree
