The Director of IT Plans and Controls requires a unique blend of experience with technical skills and hands on leadership skills. The Director is responsible for developing and managing IT plans, controls, and processes; including the testing of custom software applications and commercially purchased solutions. Key responsibilities include establishing objectives, defining assignments, preparing budgets, return on investment (ROI) analysis, determining staffing requirements and managing resources to successfully complete projects per plan. The Director possesses a strong understanding and actual experience with software quality assurance and project management best practices, tools and techniques, coordinating and interfacing with all levels of management and staff, identifying and mitigating risks, developing work plans, schedules and estimates, tracking progress and applying corrective actions as necessary.
 
The Director of IT Plans and Controls is customer service focused on building quality into the solution before it's delivered, detail oriented and has a creative approach to problem solving. In addition to the quality assurance and project management responsibilities of the role, the Director is also accountable for a range of additional assignments including but not limited to IT Compliance, Change Control, Release Management, Vendor Management, Capital Budgeting, Time Tracking Reporting, IT Performance Reporting, Data Release Governance (DRG), Technology Steering Committee (TSC), etc.
 
Primary Responsibilities:

Provide leadership to and be accountable for the performance of managers and/or senior level professional staff
Provide experienced leadership to the product life cycle process including establishing and managing compliance of a structured software development life cycle methodology tailored to best meet the organization's needs
Provide guidance and mentoring to direct managers and the team to ensure delivery of high quality innovative solutions that meet or exceed customer's expectations, on plan, on budget, and on time
Implement and refine processes to ensure timely delivery of high quality, defect free software
Effectively prioritize and manage multiple projects and priorities
Remain current with industry (technical and business) trends to identify opportunities for quality improvement
Continually improve the quality of foundation tools services and operational processes
Prepares regular status, timekeeping, and performance reports for management
Identifies and resolves technical, operational and organizational problems outside own team
Assists in estimating development project size
Establish annual unit goals, manage and report on progress throughout the year
Maintain excellent communication channels between IT Plans and Controls department and other departments within the organization
Collaborate with business partners to gain understanding of their business needs
Demonstrate understanding of the underlying drivers of the business (e.g., Key Performance Indicators [KPIs], business processes)
Demonstrate understanding of the healthcare industry/marketplace and its needs
Demonstrate understanding of applicable laws/regulations/requirements (e.g., HIPAA, HITECH, SOX, ARRA, regulatory, PHI, PII, CMIA)
Demonstrate understanding of financial processes/tools to support IT plans and execution (e.g. capital project funding, cost/benefit analysis, Internal Operating Income [IOI], other financial metrics)
Drive understanding of the business environment and requirements among applicable stakeholders (e.g., own team, IT partners, business partners)
Demonstrate understanding of the needs and priorities of external stakeholder groups, as applicable (e.g., members, providers, employers, government)
Translate IT terminology into common business language to ensure understanding by all stakeholders
Work the internal departments and end users to identify, define and execute on IT plans
Plan, manage and develop the team including the hiring, retention, performance management, skill development and succession planning
Align the department's strategies with the company's vision, goals, business operations and markets
Provide leadership to the IT Plans and Controls department that fosters collaboration across all departments and encourages a culture of innovation
Demonstrate understanding of enterprise and segment IT goals, strategies and priorities, and how they support overall business objectives
Demonstrate understanding of IT methodologies and processes
Ensure alignment of IT projects and deliverables with key business metrics (e.g., KPIs)
Ensure appropriate risk assessment and mitigation planning for IT projects
Facilitate Business Continuity/Disaster Recovery planning for critical IT solutions (e.g., systems, applications, processes), as applicable
Ensure compliance with established laws/regulations//requirements (e.g., HIPAA, HITECH, SOX, ARRA, regulatory, PHI, PII, CMIA)

Requirements

Required Qualifications:

7+ years of experience managing the complete life cycle of the software development process including testing, quality control, and project management
Experience with managing high performance development teams from an organizational, interpersonal and technical perspective
Able to identify operational improvements and provide unique solutions
Formal project management experience including tools, techniques and successful on time and on budget track record
Ability to solve complex organizational problems, excellent organization and follow up habits
Preferred Qualifications:

Healthcare experience
Experience in a managed care and/or ACO setting
IT Project management experience in a software development context
Knowledge of IT compliance requirements in a SOX and HIPAA/HITECH context
Experience with web based application development, including GUI development, understanding service oriented architecture (SOA), and network load and stress aspects
Knowledge and experience with current technological trends in the software industry including object oriented programming, component architectures, design patterns and web based software
Strong understanding of Microsoft development environment including specific technical areas such as VB, Active Server Pages, ASP.net, and MS SQL
Knowledge and experience with software quality assurance tools processes and techniques
