Job Overview:

The Manager of Offer Management leads a team responsible for completion of proposals for the largest, most complex sales opportunities.  Responsibilities include organizing virtual teams consisting of sales, engineering, and support personnel to prepare and produce winning proposals. The position requires experience and knowledge of best in class Proposal Management processes including marketing expertise, tool management and development of content utilized in proposals.  Experience with contract negotiations and sales processes, along with team leadership and coaching is a must.  Ideal candidate is detail oriented, a skilled negotiator, excellent communicator, a strong coach and leader, and has the desire to work in a fast-paced high pressure environment in support of the sales cycle. 

 

Job Responsibilities:

  • Leadership for large and complex RFP opportunities.
  • Participate in sales opportunity reviews to assess qualification and level of effort, and help guide sales strategy. Determine and present bid/no-bid recommendation.
  • Ensure proposal kick-off meetings to communicate the goals of the proposal, and assignment of proposal sections to responsible parties.
  • Maintain schedules for responsible party deliverables and track receipt or non-receipt as needed. Escalate issues to responsible party's management.
  • Incorporate deliverables into draft document and organize interim reviews.
  • Develop final version and circulate for sign-off by management.
  • Oversee production and on-time delivery to clients.
  • Prepare summary presentations of the proposal for delivery to clients by account teams.
  • Utilize department content database for baseline response materials.
  • Provide comments and updates for existing baseline content when used.  Lead the development of new content as needed.
  • Ensures compliance with internal procedures and government regulations.
  • Key Working Relationships: Direct Sales, Senior Executives, Legal, Product Management, Regulatory, Billing, and Network Engineering.
  • Ensure team productivity is meeting targets and be accountable for results.

 

Minimum Qualifications:  

 

  • Bachelor’s degree or equivalent education and experience.  Typically with 5-7 years related experience and 2+ years previous manager level leadership experience preferred.
  • Extensive experience with desktop publishing and document formatting tools including Microsoft Office suite (Word, Excel, PowerPoint) and Adobe Acrobat
  • Experience with Qvidian Proposal Automation or other proposal development tools
  • Excellence in technical writing, and outstanding editing skills
  • Excellent verbal, written, project management and presentation skills.
  • Ability to summarize key issues to management.
  • A team player with excellent interpersonal skills.
  • Strong communication skills, verbal and written. 
  • Must be able to communicate effectively with sales personnel and customers in person and on conference calls.
  • Knowledge of the competitive Telecommunications and Hosting/IT Outsourcing industry.
  • Experience with commercial proposals and contracting.
