POSITION SUMMARY:

In accordance with the mission and philosophy of Dignity Health, the Chief Nursing Executive Officer (CNEO), has twenty-four (24) hour executive leadership accountability and responsibility for planning, organizing, developing, directing, coordinating and evaluating patient care services throughout the facility. Emphasis is placed on safety, service and satisfaction as it relates to clinical practice, quality patient outcomes, fiscal accountability/ productivity, human resource management, regulatory compliance, leadership, staff development and professionalism.

This is a Vice President (VP) level position. The VP/CNEO has the authority, accountability and responsibility to establish nursing policies and procedures, nursing standards of patient care, treatment and services, and standards of nursing practice and nurse staffing plans for the facility, ensuring consistency in the standard of nursing practice across clinical settings and across the system. Collaborates with other leaders in the health system to recommend changes in policy, facilities, equipment and programs in order to achieve the health system's objectives. Supports and facilitates an interdisciplinary team approach to the overall delivery of care, including creating an environment in which collaboration is valued and excellence in clinical care, education, and research is promoted and achieved. Leads quality, safety, and innovation initiatives in partnership with other facility and health system administrative, clinical and physician leaders. Incorporates evidence based practice into patient care delivery, champions efforts to provide best in class patient/staff experience, and actively engages in the development of others. Through a matrix reporting structure, the CNEO is accountable to both the facility Chief Executive Officer and the System Senior Vice President, Chief Nurse Executive.

As a key member of the Facility/Service Area Executive Leadership Team, the Facility Chief Nursing Executive Officer is integrally involved in strategic planning and facility decision making. Serves as the highest level administrator over nursing related patient care activities within the facility and the chief expert for the facility regarding professional nursing issues. Actively participates in the Facility Executive Leadership Team, sharing authority and responsibility with other executive leaders to assure the provision of quality, cost-efficient healthcare.

Incumbents in this position shall comply with all applicable laws and rules including the Dignity Health Standards of Conduct and Dignity Health policies and procedures that apply to his/her job responsibilities, seek guidance when in doubt, promptly report any potential or suspected violation of Dignity Health Standards of Conduct, Dignity Health policy or procedure or applicable laws/regulations and when requested, assist Dignity Health personnel in investigating all allegations of violation. When called upon, the incumbent shall assist in risk evaluation and work collaboratively with facility/entity leaders to implement, monitor and mitigate risk corrective plans outlined by the Compliance program.

KEY RESPONSIBILITIES, ACCOUNTABILITIES AND ESSENTIAL FUNCTIONS:

* Ensures alignment with System Patient Care Services and Nursing initiatives related to delivery of patient care through active participation and engagement with the System CNE and senior nursing leadership team as well as other leaders within the designated service area(s).

* Oversees the operations of several departments and directs the daily operations of nursing services. Works to develop organizational solutions for nursing care delivery, including, when appropriate, providing consultation guidance or management regarding nursing functions.

* Develops implements, and monitors the facility's plan for providing nursing care, treatment and services to those patients requiring nursing care, treatment and services including a positive patient experience

* Coordinates development of facility-wide patient care programs, policies and procedures that describe how patients' nursing care needs or the needs of patient populations receiving nursing care, treatment, and services are accessed, evaluated and met.

* Participates with the governing body, executive leadership and other management, medical staff and clinical leaders in the facility's strategic plan and other decision-making structures and processes.

* Communicates and interprets the Dignity Health philosophy of nursing, plan for nursing care and Patient Care Services (PCS) goals and objectives to the nursing staff, Administration, Governing Board(s), the medical staff and other departments within the organization.

* Establishes a strategic and conceptual framework for patient care management within the facility, taking into account patient mix, community needs, staff skills and knowledge, available personnel and material resources, regulatory requirements and healthcare expectations.

* Works collaboratively with others to create and execute integrated business plans. Identifies short-and long-range goals as well as desired outcome measures and develops a plan of implementation, monitoring, reporting and evaluating.

* Oversees the development and implementation of policies and procedures that guide and support the provision of patient care consistent with professional organizations' and regulatory bodies' standards, organizational policy, goals and strategic initiatives.

* Approves nursing policies and procedures, nursing standards of care, treatment and services, and standards of nursing practice before implementation. Ensures alignment with and timely implementation of system wide policies and procedures.

* Ensures that the patient care units and services are in compliance with The Joint Commission (TJC), Federal and State regulations and professional organization standards, and that continuous quality improvement programs are maintained as appropriate.

* Oversees the development and monitoring of departmental budget and all related expenditures including recommendations of a sufficient number of qualified and competent staff, space and other resource needs, ensuring maximization of resources, efficiency and cost-effectiveness of patient care operations.

* Promotes the collaboration of nursing, other clinical disciplines, the medical staff and the administrative staff in the development and implementation of performance improvement activities to improve patient care and patient outcomes.

* Oversees the coordination of ongoing educational offerings for nursing and other staff; assures regular needs assessment and program planning to address these needs; monitors environmental factors affecting education/development of staff and defines resources available to address same.

* Develops nursing leadership that is capable of meeting financial goals, retaining staff, mentoring and coaching staff, developing positive relationships with patients, physicians and families. Develops, implements and monitors talent management strategies to ensure steady pipeline of future nursing leaders. Works collaboratively with system resources to support efforts.

* Retains responsibility, either personally or through delegation, for TJC leadership criteria.

* Ensures consistent application of Human Resource policies and procedures; collaborates with Human Resource (HR) Department to recruit, select and retain qualified personnel.

* Represents Nursing and/or facility and actively participates in patient care, administrative, medical staff and board meetings, Dignity Health corporate and community meetings.

* Acts as a liaison with Nursing educators and appropriate community nursing leaders to collaboratively influence nursing education curricula.

QUALIFICATIONS:

Education:

* Graduate of an Accredited School of Professional Nursing, required

* Bachelor's Degree in Nursing, Healthcare Administration, or Business Administration or related field from an accredited college or university, required

* Master's Degree in Nursing, Healthcare Administration, or Business Administration or related field from an accredited school or university, required

License/Certification:

* Active State Registered Nurse (RN) License in the state of facility location

* Basic Life Support, Healthcare Provider
