This platform will have a transformative impact on UnitedHealth Care, Optum, and the whole healthcare industry driving better treatment decision support, higher clinical quality, greater reduction in treatment variation, fewer gaps in care, and improved affordability.Optum is a seeking a highly motivated, effective IT leader to serve as Director of Project Management on this very complex initiative. As Director of Project Management, you will be responsible overseeing a team of project managers (i.e. scrum masters). Each will be leading 1-2 of more than a dozen agile teams focused on various components of the solution including data sourcing, data transformation, data integration, application development, rules engine configuration, user interface configuration, and data provisioning. You will be the principle leader facilitating overall program development processes and execution, escalating impediments to progress, managing risk, and driving continuous improvement. You will also coach others in the processes and mindset of the Optum Scalable Agile Method.Primary Responsibilities:

Manage and optimize the delivery of value by the program
Establish and communicate the annual calendar for development iterations
Facilitate pre- and post-delivery increment planning events
Aggregate team-level delivery increment objectives into program-level delivery increment objectives and publish them for visibility and transparency
Assist with execution completion tracking
Facilitate periodic synchronization meetings across agile teams
Assist with economic decision-making by facilitating program feature and capability estimation
Escalate and track impediments
Encourage collaboration between agile teams and system/solution architects
Work with Product Management other stakeholders to help ensure strategy and execution alignment
Help manage risks and dependencies
Report program status stakeholders
Understand and operate within financial budgets
Provide input on resourcing to address critical bottlenecks
Drive continuous improvement via facilitating workshops; assess the agility level of the program and push teams to improve
Coach leaders, teams, and Scrum Masters in the Optum Scalable Agile Method practices and mindsets

Requirements

Required Qualifications:

Bachelor's degree
10+ years of experience in IT application development or data warehouse development
8+ years of IT project and/or program management experience successfully leading large-scale, cross-organizational initiatives
Proven track record in project and/or program delivery as evidenced by meeting requirements for budget, schedule, and quality
Substantial experience using an agile delivery methodology on at least one previous, large-scale project or program
Comprehensive understanding of agile delivery concepts
Demonstrated ability to communicate complex ideas clearly and concisely to senior leaders
Strong interpersonal skills including positive assertiveness, relationship building mentality, and effective written and verbal communication
Excellent time management and organizational skills with ability to prioritize and balance multiple accountabilities
Proficiency with Microsoft Excel, PowerPoint, Word, and Visio
Proven track record leading IT development efforts with 25+ staff or more
Experience leading large teams with both on- and off-shore resources

Preferred Qualifications:

PMP, Six Sigma, Scrum Master, SAFe, or Lean Methodology certification
Experience working on large scale, multiple team projects
Experience or knowledge of the SAFe (Scaled Agile Framework) implementation and delivery methodology
Prior experience as a Release Train Engineer or SAFe coach
Health care industry experience
Experience with SAFe DevOps practices including continuous integration and continuous delivery
Experience with CA Agile Central (formerly Rally Dev)
