About this job

This role is for a Contract Specialist. The Contract Specialist is responsible for identifying contractor workers, independent contractors, and small businesses, negotiating terms with these service providers, developing and executing strategies for the procurement process and managing all aspects of the ongoing relationship for Data Services court operations. Additionally, this role acts as a court systems, processes and procedures subject matter expert related to public record data/document acquisition, verification, and other related services.

Accountability

Strategy - 10%
1. Develop and execute strategies to establish a sustainable service provider network for the purpose of providing public record data/document acquisition, verification, and related services.
2. Identify and implement cost containment and cost reduction strategies.

Selection & Negotiation - 25%
3. Handle procurement processes for contract workers, independent contractors, and small businesses, including RFIs, RFPs, RFBs, bid vetting, negotiation, evaluate against vendor selection criteria, bid approval and contract award following established department guidelines.

Contract Management - 55%
4. Draft, administer, and manage contracts, ensuring SLAs are met.
5. Perform ongoing quality monitoring and evaluation against SLAs, including volumes, quality and timeliness of services. Ensure compliance with contractual commitments and address non-compliance with service providers.
6. Conduct and handle all aspects of the contract renewal, renegotiation, and re-certification processes for service providers following established department guidelines.
7. Act as court systems, processes and procedures knowledge expert, and build and maintain strong relationships with government entities.
8. Resolve court access issues that inhibit public record collection.
9. Proactively participate in identifying procedural and system process improvements.
10. Proactively compile and maintain state, county, and court specific collection information using established Best Practices documentation templates and protocol. Maintain knowledge and understanding of this and related information.
11. Execute contract cancellations with service providers for breach of contract following established department guidelines.

12. Build and maintain strong relationships and collaborate effectively within and across various departments, and business units.




Qualifications
1. Bachelor degree or equivalent related work experience.
2. Minimum of 3 -5 years of experience in related role (e.g. vendor manager, vendor relationship manager, strategic sourcing, supply chain professional) is strongly preferred.
3. Understanding of negotiation theory, sourcing concepts, strategies and practices.
4. Strong coordination skills and detail orientation.
5. High degree of business ethics and accountability, maintaining professionalism and confidentiality.
6. Strong business and financial acumen - including proven experience in structuring deals, drafting agreements, risk mitigation and skilled negotiations.
7. Excellent problem solving and planning skills.
8. Spirited team player with the ability to work as a positive role model and catalyst for change.
9. Must have excellent communication (written/verbal), presentation, judgment, analytical, customer service, interpersonal, group, and project/task management skills.
10. Must be a self-starter, have the ability to work independently and multi-task in a fast-paced environment.
11. Must be highly adaptable, able to think outside of the box, and possess a willingness to quickly learn new enterprise custom applications and adapt.
12. Strong PC skills and Microsoft Office Suite (Word, Excel, Outlook, PowerPoint).
