As part of our development team, you will predominantly be involved in building business solutions by creating new and modifying existing software applications. You'll stretch your skills and grow your careers as a primary contributor in designing, coding, testing, debugging, documenting and supporting all types of applications consistent with the established specifications and business requirements in order to deliver business value.
 
Primary Responsibilities:

Directs the development, communication and enforcement of technology standards and practices
Manage a team of high performing technical resources to deliver robust software that meets quality, product, security and project requirements
Design reviews and provide input to the design recommendations; incorporate security requirements into design; and provide input to information/data flow, and understand and comply with project life cycle methodology in all planning steps
Adhere to IT Control Policies throughout design, development and testing and incorporate Optum Corporate Architectural Standards into application design specifications
Manage and coordinate the development of new functionality, testing and implementing scheduled vendor releases, system upgrades, and fixing system defects
Responsible for planning and ensuring professional development initiatives are met within the team
Directs work assignments, measures results and initiates personnel actions as required
Provides technical leadership for the design, deployment and operation of IT software; management of IT Applications including, but not limited to Microsoft .NET technology, Microsoft SQL Server and various other mission critical software products
Documents processes and procedures; changes or refines processes when necessary
Provide experienced leadership to the product life cycle process including establishing and managing compliance of a structured software development life cycle methodology tailored to best meet the organization's needs
Ensure compliance with established laws/regulations//requirements (e.g., HIPAA, HITECH, SOX, PHI, PII, etc.)
Conducts research on emerging technologies to ensure that the most effective development application tools and methodologies are adopted
Directs processes to ensure the proper levels of quality controls are enforced
Making personnel decisions regarding employment, development, performance evaluations, salary changes, promotions, transfers, and terminations
Superior organizational and communication skills are required as well as maintaining a customer service oriented approach

Requirements

Required Qualifications:

5+ years developing modern enterprise level applications using .NET technologies specifically .NET, Visual Studio 2010-2015, Web Forms and .NET Framework 3.5 - 4.5
3+ years demonstrated IT supervisory or management experience
1+ years with Agile software development
Excellent leadership, communication and presentation skills
Experience working in a complex, matrixed or multifunctional/multi-location team/organization
Experience managing multiple priorities within a fast-paced organization
 
Preferred Qualifications:

Bachelor's degree in Software Engineering or Computer Science
SCRUM Master certification
Strong conflict resolution skills
Knowledge of healthcare operations and data structures and the use of information system applications in a managed care and / or ACO setting
IT Project management experience in a software development context 
Knowledge of IT compliance requirements in a SOX and HIPAA / HITECH context
Experience with web based application development, including GUI development, understanding service oriented architecture (SOA), and network load and stress aspects
Knowledge and experience with current technological trends in the software industry including object oriented programming, component architectures, design patterns and web based software
Team Foundation Server (TFS) experience
