Recruiter - Full-time / Part-time

Manpower Inc. of Altoona is seeking a qualified Recruiter in the Altoona PA region. The candidate must be able to achieve forecasted candidate pool levels by utilizing market connections, resources and related media or other outlets to source qualified candidates. This role will rely on plans created by the Director of Recruiting to create candidate pools that support the Client Relationship Specialist team in placing the qualified candidates with our clients. The role of Recruiter partners with local businesses, government entities and other talent acquisition partners to establish relationships throughout the community to more effectively identify talent. This position will effectively use the latest technology to plan and execute recruiting activities within the market, partnering with the Client Relationship Specialist team to ensure a detailed talent acquisition plan is created, implemented and adjusted to meet business opportunities within the local community. The qualified candidate will possess the following: * Demonstrated recruiting background. * Knowledge of the use and function of job boards. * Experience with direct and passive recruiting techniques. * Experience with pre-screening by phone and face to face interviewing techniques to determine the most qualified candidates for each recruiting campaign. * Ability and desire to follow a structured recruiting plan as well as the ability to adapt to necessary changes within the structure to meet the recruiting goals. * Excellent personal and phone communication skills. * Flexibility to be able to travel within the region as necessary to facilitate on-site recruiting events. * Creativity in implementing new ideas to augment the recruiting process on a case by case basis. This professional position provides an annual combined base salary and incentive bonuses anticipated at between $40,000- $44,000 for selected employees who achieve targeted performance requirements in their first year.
