The Procurement Manager is responsible for effective negotiation of purchasing of services, materials and supplies in order to maximize cost efficiencies, price leverage and quality while also identifying and mitigating risk to the organization. Develop data-driven support for decisions, document activity, report as needed to support business activity and customer requirements. Ensure compliance to enterprise, segment, customer, and contract requirements such as FAR, DFARS, and CFR. Perform accurate and comprehensive cost/price analysis. Establish and maintain relationships across the enterprise, segment, and assigned supply chain.

Primary Responsibilities:

• Communicate customer needs and requirements to suppliers in the form of RFx, agreements, and purchase orders


• Works with minimal guidance; seeks guidance on very complex activity


• Identifies solutions to non-standard requests and problems


• Ensures compliance to regulations, processes, and requirements are followed before, during, and after proposal or award


• Coordinate procurement activity with other functional areas and ES&P


• Solves moderately complex problems and/or conducts moderately complex analyses


• Act as the vendor relationship owner where ES&P has no relationship


• Evaluate supplier responses, complete source selection based on award criteria, monitor supplier performance


• Execute and support enterprise supply chain strategies


• Execute sourcing and contracting processes


• Perform vendor management and oversight


• Drive Excellence in Enterprise Sourcing and Procurement Operations


• Develop, Implement and Manage Procurement Programs


• Drive/Facilitate Compliance with Applicable Laws, Regulations, Mandates and Contracts


• Demonstrate Knowledge of Business and Industry Processes, Policies and Procedures

Required Qualifications:

• Undergraduate degree or equivalent experience


• 10+ years of experience in progressively responsible purchasing roles


• 5+ years of experience in Department of Defense and/or Federal government subcontracting


• 5+ years of experience in negotiating, executing, documenting, and monitoring complex supply agreements


• Experienced in performing cost and price analysis, source selection justification, and commerciality determination


• Excellent communication skills, written and verbal
