The anticipated start date for this position will be May 18th, 2015.  The first 4 weeks will be training onsite in Latham, NY and daily attendance is required.  During training, hotel accommodations will be provided, if you live farther than 45 minutes from Latham.  The shift is Monday - Friday during normal business hours, and possible overtime may be required.  You will have a home - based office. 


 


As the chosen candidate, you will oversee processes that ensure timely completion of HCBS (Home & Community Based Services) needs assessments and plans of care for members eligible for HCBS; development of procedures for determining medical necessity for ongoing HCBS; and monitoring of progress of individuals receiving HCBS. You will be responsible for coordinating and submitting required monthly administrative reports to the State through the DOH (Department of Health) regarding delegated entities. The State of New York will have oversight of the reports and responsibility for reporting.


   


The HCBS Administrator will be responsible for the following



  • Administration and Operation of mental health and substance use disorder services

  • Collaborating with Health Homes and ensuring that plans of care for 1915(i)-like benefits are administered with consistency

  • Development of procedures for determining medical necessity for ongoing HCBS

  • Monitoring of progress of individuals receiving HCBS

  • May be required to provide a hands-on, community-based training experience to staff and providers by taking them into the community to give them a first-hand, real experience as to how the HCBS system works

  • May be required to meet with 1915(i) service providers and members and walk-through the health system process, from intake all the way through discharge and follow up

  • Responsible for coordinating and submitting required monthly administrative reports to the State through the DOH regarding delegated entities

  • Responsible for coordinating and submitting the reports required to monitor the provision of HCBS services

Requirements

Required Qualifications:



  • Experience providing provision and supervision of treatment services for mental illness and substance use disorders

  • Master's Degree in Behavioral Health (i.e. social work, psychology, counseling, therapy, marriage and family therapy) 

  • Must have a current and unrestricted behavioral health clinical licensure: (i.e. LCSW, Licensed Psychologist, LMFT, LMHC)

  • A nurse with a BSN and at least 2 years of experience in a behavioral health setting will also be considered

  • 5 years of experience in HCBS services (1915(i) services) including managerial knowledge of HCBS or BH rehabilitation services and familiarity with HCBS regulatory requirements

  • Must be able to travel out in the field to meet with HCBS providers 50% of the time

  • Intermediate computer proficiency, must be able to utilize multiple systems within a Windows based environment

  • Experience conducting data analysis

 


Preferred Assets:



  • Managed care experience

  • Quality assurance experience

  • Prior auditing experience

  • Recent experience implementing a PROs (person centered recovery oriented system of care) program or other HCBS program(s)

  • Experience in public sector mental health or non-profit community mental health, with knowledge of Medicaid populations

  • Experience in a recovery-oriented delivery system is a plus!

  • Project management experience
