What are we looking for?

The Health Department is seeking applicants for a full-time, regular Human Resources Analyst Senior position. We are looking for someone who shares our vision: Committing to exceptional customer service through collaboration, partnership and continuous quality improvement.

This successful candidate would perform work independently, yet within a team environment to ensure matters handled are dealt with in a consistent manner within the Health Department. The person in this position will be considered a subject matter expert in areas listed below and will operate as an HR Business Partner to portions of the Health Department and may include some of which are high-level managers and supervisors within the Mental Health and Addiction Services, or other areas such as Community Health Services, Integrated Clinical Services, Corrections Health, the Director's Office, Business Services, etc.

Experience working with collective bargaining agreements (union environment) is strongly preferred. Candidates must possess the desire and ability to work with diverse populations and situations, to include the desire to learn about public health, cultural competence and health care transformation.

What YOU will be doing as an Human Resource Analyst Senior:

You will provide senior level Human Resources generalist support and consulting services to the assigned customers in the Health Department on many human resources functional areas.

Human Resources services include:
Complex analysis of business and operating needs
Performance management
Discipline and grievance handling
Employee and labor relations
Internal investigations
Classification and compensation
Recruitment and selection
Leave administration
Workforce planning and development
Safety and worker compensation

To Qualify
We will consider any combination of relevant experience, education and transferable skills as qualifying unless an item or section is labeled required. Please be clear and specific about how your background is relevant.

Required Minimum Qualifications/ Transferable Skills:*

Education/Training: Fully describe your paid or unpaid job duties and include the number of hours you have worked per week for each position on your application. We give full credit for relevant part-time work experience 20 hours or more per week. Any relevant experience less than 20 hours per week will receive partial credit.
Equivalent to a Bachelor's degree from an accredited college or university with major course work in public administration, human resources, administration, business administration or a related field; AND
Experience: Include information about any college and/or advanced degrees earned. Include any quarter/semester credit hours earned if you have not completed a degree. In general, we consider international education equivalent to education obtained in the United States.
Three (3) years of progressively responsible Human Resources generalist experience to include performance management, discipline, investigations, process improvement, and employee workforce development.
Experience should also demonstrate a strong ability to lead others that do not directly report to this position to include those who are part of the position's own team or higher level managers, as examples.specialized, professional experience at the level equivalent to Human Resources Analyst 2.
Preferred/Transferrable Skills: You do not need to have the following preferred qualifications/transferable skills to qualify. However, keep in mind we may consider some or all of the following when identifying the most qualified candidates. Five (5) years of progressively responsible Human Resources generalist experience to include performance management, discipline, investigations, process improvement, and employee workforce development.
Experience working with collective bargaining process, union contracts and unionized employees is strongly preferred for this position.
Government experience also helpful to ensure understanding of various levels of management, policies and procedures, classification and budgeting process.
PHR, SPHR, IPMA or like certification
SHRM, IPMA, PHRMA, or NHRMA or like professional HR membership
