UnitedHealthcare Military & Veterans (UHC M&V), part of the UnitedHealth Group family of companies, is looking for an experienced Senior Government Contract Administrator to join our dynamic team in Minnetonka MN (note: other locations may be permitted for stellar candidates).


 


Supporting UHC M&V's Vice President, Government Contracts and collaborating across UHG as needed, the position supports management of a government contracts office for UnitedHealth Military and Veterans (M&V) to support all phases of the contract lifecycle for Department of Defense (DoD) and Defense Health Agency (DHA) prime contracts. You will serve as an interface with its government customers. The ideal candidate will have a background in administration of federal government contracts as well as experience in addressing federal legal and regulatory requirements associated with doing business with the federal government, preferably the Department of Defense or Department or Defense Health Agency.


 


Primary Responsibilities:



  • Working knowledge of FAR and DFAR requirements including policies, processes and procedures to support contract and subcontract related activities; experience working with TRICARE Manuals is also a plus

  • Review, support and negotiate proposals; work with subject matter experts and pricing analysts to develop and negotiate proposals exceeding millions of dollars

  • Support collection of data for regulatory reports and filings; maintain databases

  • Assist Program office in developing responses to customer questions and strategies to support company positions

  • Provide and manage sourcing, documentation, administration, contract change orders, contract deliverables, oversight and audit

  • Assist in coordinating efforts across multiple business functions to ensure contracts, amendments, change orders and other agreements and documents comply with our contract(s) as well as applicable government policies and procedures

  • Assist in maintaining a system of UMV government contract office records consistent with all contract requirements and industry best practices

  • Help develop and implement policies, procedures, processes & best practices to promote compliance with applicable regulations, filings and contract obligations

  • Assist in proposal preparation as needed

  • Ability to effectively understand and communicate information to others at all levels, both written and verbally

  • Other duties as assigned

Requirements

Required Qualifications:



  • Bachelor's degree

  • 5+ years of experience in federal government contracts

  • Knowledge of and skills in application of procedures in federal government contracting and procurements including the Federal Acquisition Regulation and the Defense Federal Acquisition Regulation Supplement (DFARS)

  • Ability to work independently in an environment where judgment must be exercised rapidly

  • Ability to learn, interpret and apply complex and technical regulations, policies and procedures as it relates to federal procurements and contracts, including relevant accounting principles

  • Knowledge of and ability to establish credibility and use sound judgment in identifying issues that may have a high cost impact or legal implications for M&V and/or UHG; referring those issues to senior leadership

  • Ability to analyze and problem solve with a high degree of accuracy and attention to detail

  • Ability to effectively understand and communicate detailed and complex information verbally with others, including government officials

  • Superior planning and strong problem solving skills that enable quick identification and efficient resolution of issues

  • Highly collaborative individual with ability to influence others and build strong professional relationships

  • Understanding of the financial principles and operations of the business and able to drive profitability

  • Strong leadership skills

  • Excellent oral and written communications skills

Preferred Qualifications:



  • Advanced degree

  • DoD/DHA contracting, TRICARE or health care industry

  • Professional certification as Certified Professional Contracts Manager (CPCM), Certified Federal Contracts Manager (CFCM), Industry Certification in Contract Management Defense (ICCM D), Industry Certification in Contract Management Federal (ICCM F), or similar
