This position leads the talent acquisition efforts for the Phoenix region and is responsible for building both short and long range strategic employment and staffing strategies in order to recruit and retain qualified staff members for this high volume location.

Responsibilities:

• Serve as the recruiting expert and advisor to the organization for all staffing needs. Establish effective relationships. Be a consultative resource, active member and a trusted advisor.
• Partner with business units to accurately forecast hiring needs, develop and implement strategic hiring plans, and make changes to regional staffing strategy based on changes in local economic market conditions.
• Monitor the recruiting workflow and provide direction for prioritizing the requisition load to ensure attainment of service level expectations.
• Provide innovative solutions to meet the staffing needs of the organization.
• Utilizes team to generate applicant flow through community awareness and use of internal and external resources.
• Develops creative and effective sourcing methods promoting the firm’s employment brand. Recruits upper management positions on an as needed basis.
• Develop a recruiting department that is flexible enough to quickly respond to the ever changing priorities, adapting and applying new approaches to different scenarios.
• Hire, schedule, coach, counsel, train, develop performance metrics, and evaluate performance of subordinate staff.
• Recommend salary changes, promotions, transfers, and performance counseling as appropriate.
• Operate within assigned budget.
• Drive continuous improvement efforts. Assess process effectiveness and utilize appropriate metrics to analyze organizational impact.
• Identify weak or non-existent processes and take action to correct the situation.
• Ensure Discover Financial Services’ compliance with state and federal laws, including but not limited to EEO, AAP, and OFCCP guidelines.

Qualifications

• • BA/BS degree or equivalent experience.
• Experience in recruitment, staffing and on-boarding.
• Minimum of 3 years of experience managing a staffing team.
• Demonstrated experience in core recruiting skills (identifying job requirements, developing plans, executing strategies, sourcing, contacting, selecting, and on-boarding candidates).
• Demonstrated ability to apply recruiting metrics.
• PHR or SPHR preferred.

Lean, Six Sigma and/or demonstrated process improvement expertise a plus
