SUMMARY

The Paralegal II / Law Clerk will provides support to attorneys. Under the direction of an attorney, resolves routine legal issues. Researches and analyzes law sources such as statutes, recorded judicial decisions, legal articles, treaties, constitutions, and legal codes to prepare legal documents, such as briefs, pleadings, appeals, wills, contracts, etc. Requires a law degree and 2 or more years of experience in the field or in a related area. Familiar with a variety of the field concepts, practices, and procedures. Relies on experience and judgment to plan and accomplish goals. Performs a variety of tasks. A wide degree of creativity and latitude is expected. Typically reports to an attorney.

PRINCIPAL DUTIES AND RESPONSIBILITIES

  • Perform paralegal and law clerk activities to include: legal research and writing: assisting with all assets of the pre-complaint investigations; post complaint discovery, research, writing, issuing and subpoenas, documents production and retention, expert and witness coordination, deposition scheduling, and motion practice; trial preparation, presentation, and post-trial activities; and appeals by cite checking briefs and assisting with preparation of the excerpts of record.
  • Criminal and civil collection efforts of the United States including research and analysis of statutes, legislative intent, judicial precedent, agency rules and regulations, and law review articles.
  • Assists with document collection, review, and analysis, including collecting and reviewing securities filings from EDGAR, reviewing and maintaining document productions from the targets, identifying witnesses and preparing witness interview/deposition outlines and document collections, among other tasks. The contractor(s) should have experience with complex financial litigation, with financial fraud or securities experience preferred.
  • Organizes and develops information, files and programs for the collection of criminal fines and restitution and civil judgments obtained in favor of the United States, and provides other assistance in debt collection matters.
  • Assists in reviewing, preparing and organizing court filings and correspondence.
  • Reviews and evaluates cases to determine the need for additional information and evidence, and advising the attorneys regarding the merits and weaknesses of collection efforts based upon applicable law, evidence and potential defenses.
  • Recommends for or against commencement of judicial proceedings in the area of collection.
  • Assists attorney in pretrial preparation by preparing, scheduling, reviewing and organizing discovery; notify, interviewing, and managing witnesses and researching case law.
  • Provides automated litigation assistance to attorneys in trial preparation and courtroom presentations. Utilizes various software applications and graphics hardware such as scanners and plotters.
  • Prepares documents, charts, and visual materials for use in trials. Provides technical support (e.g., enlarging charts and photographs, duplicating tapes and videos, and marking exhibits).
  • Provides critical assistance in trial preparations.
REQUIREMENTS

  • Individual must have 2 or more years of legal experience as a paralegal. A law degree is desirable.
  • Must have working knowledge and experience of the legal system, legal research procedures and sources of information.
  • Must have experience with West Law, Thomas Law, Lexis-Nexis and other legal research databases.
  • Must have the ability to use relevant software used by the USAO with knowledge of Summation, Sanction, Concordance and EScanIt.
  • Must be have knowledge of and be proficient with Microsoft Word; and have basic skills with Excel and PowerPoint.
  • Must have excellent organizational skills, and the ability to work independently and as a member of the team.

  • Must be able to handle the production and organization of large document productions by importing and exporting data and images into these systems for use by the attorneys.
  • Must be able to type 40 words per minute at a minimum.
  • Must possess strong clerical and analytical skills and the willingness to learn any specific program requirements of the position.
  • Must have excellent written and oral communications skills, and the ability to interact with individuals at all levels in a dynamic work environment.
  • Ability to work in a fast-paced environment to meet deadlines and handle pressure situations is a must.

Mandatory Requirement: Applicants selected for this position will be subject to a Government Security Investigation and must meet eligibility for access to classified information, at the High Risk Public Trust, level.
