The Director, Government Programs and OCI Compliance - QSSI will actively engage with key stakeholders to enhance, implement, administer, and monitor the Government Programs Compliance and Organizational Conflicts of Interest (“OCI”) Compliance Oversight Program within QSSI.  This position reports to the Optum Director, Government Programs and OCI Compliance and closely collaborates with QSSI and Optum Legal, Privacy, Compliance and business operations leaders to execute the compliance program that addresses compliance with federal and state standards  and operational compliance relating to government contracts.
 
The position will have exposure to all levels of the organization and will evaluate critical processes, provide oversight and support to businesses for Government Programs compliance and privacy requirements, collaborate with the business leaders and teams to ensure implementation of requirements, and corrective actions where necessary.   Additionally, this position will be instrumental in the establishment and maintenance of routine oversight standards, make recommendations for compliance operations improvements, and ensure effective management of compliance government contract oversight activities. 
 
The Director of Compliance, Government Programs and OCI Compliance for QSSI is responsible for supporting all aspects of the compliance program with a focus on Federal FAR and DFAR Government Programs regulatory compliance administration and management.  The position is the QSSI OCI Plan Coordinator with accountability, in collaboration with Optum Government Programs Compliance, for directing and overseeing QSSIs administration of its Organizational Conflicts of Interest review and mitigation requirements.  As a key member of the GC-OCI team, this position provides effective compliance support and oversight across all businesses that enter into federal Government Programs. 
 
Primary Responsibilities:

Develop / maintain product, regulatory, and operational  knowledge for assigned businesses and Government Programs
As part of the GC - OCI Compliance team, collaborate with business and key stakeholders to build and monitor effective program controls and compliance plans for all phases of Government Programs relating to the pursuit, bidding and execution of the contracting process as well as compliance with mandatory disclosure, procurement integrity, OCI and related mitigation plans, post-government employment restrictions and contract specific regulatory requirements
Assist in identification of contract-specific compliance requirements
Conduct periodic compliance risk assessment and support business remediation as necessary 
Risk assessment includes validation of FAR standards, accountabilities and outcomes
Implement Government Contract and OCI Program standards and policies that align and leverage Optum and UHG requirements
Implement Optum Compliance and UHG Government Programs policies and standards as applicable to QSSI government businesses
Collaborate with Optum Compliance and business to assess, implement and promote awareness of regulatory changes (FAR / DFARS)
In collaboration with Optum Compliance, evaluate, develop and implement Government Programs targeted compliance training and education
Collaborate with Internal Audit to build and oversee routine monitoring and testing processes and controls for compliance with US Federal and state exchange requirements
Provide subject matter expertise for compliance investigations, assessments, audits and reviews
Oversee remediation and corrective action plans, resulting from audits, investigations, compliance reviews, and self-identified issues

Requirements

Required Qualifications:

Bachelor’s degree
7+ years of experience with increasing responsibility for compliance / Government Programs and related operational expertise with proven history of successful results in managing functional compliance
Demonstrated breadth and depth of knowledge of compliance and Government Programs best practices and related legal / regulatory requirements and issues
Knowledge of risk management methodologies and tools, including ability to identify and manage resources
Adept at understanding complex concepts and situations presented by the business environment
Ability to assess complex problems and recommend the appropriate compliance solutions
Objective, collaborative approach
Demonstrated ability to lead and influence without direct authority in a large, matrixed organization
Demonstrated ability to think strategically and to proactively manage implementation of broad-based as well as specific initiatives
Ability to adapt in a dynamic and high-growth environment
Exceptional written, verbal, analytical, organizational, problem solving and presentational skills
Preferred Qualifications:

Post-graduate degree
Experience with Organizational and Personal Conflicts of Interest evaluation in a highly matrixed business environment
Experience with IT Security
Health care industry experience
