### DUTIES:

Manages, directs, coordinates, and oversees the ARNG State Surface Maintenance program. Determines goals and develop plans independently or jointly with higher management. Contributes significantly to the determination of resource needs, allocation of resources, and is accountable for their effective use. Makes or recommends organizational changes that have considerable impact, such as those involving basic structure, operating cost, and key positions. Considers a broad spectrum of factors when making decisions (or recommendations to higher level management), including such matters as employee relations, labor-management relations, and the effect on other organizations. Coordinates program efforts with other organizations or with National Guard Bureau (NGB) personnel. Assesses the impact of the organization's programs on other organizations in the state. Sets policy for the organization in such areas as determining program emphasis and operating guidelines. Delegates authority to subordinate supervisors and holds them responsible for the performance of their units.Plans and schedules work and production to be accomplished by subordinates, sets and adjust short-term priorities. Advises high-ranking management of functions, activities and services provided. Makes and/or resolves decisions on work problems presented by subordinate supervisors. Develops performance standards. Evaluates subordinate supervisors' work performance and serves as a reviewing official of subordinates supervisors' workers. Interviews candidates and recommends appointment, promotion, or reassignment to positions in the unit. Makes or approves selections for subordinate non-supervisory positions and recommends selections for subordinate supervisory positions. Hears and resolves employee complaints and refers group grievances, or more serious unresolved complaints, to a higher-level supervisor. Approves expenses comparable to withingrade increases, employee travel, etc. Recommends awards or bonuses for nonsupervisory personnel and changes in position classification. Manages all aspects of the maintenance program, to include long- and short-range planning, maintenance training and proficiency, human resources direction, budgeting, etc. Provides technical and administrative advice to the Director of Logistics (DOL), commanders, and various staff officers regarding the surface maintenance programs, fiscal matters, organizational planning, and staffing for all levels of maintenance. Serves as a liaison with Army Commands, the NGB, DOL, Army Depots, etc., in all matters pertaining to maintenance activities. Plans and establishes maintenance policies, programs, and procedures to assure effective support of DoD (Department of Defense) and training mission requirements. Establishes goals, objectives, and requirements for surface maintenance related funds. Responsible for production and maintenance management analysis regarding the effective utilization of resources. Directs inspections of operating activities to determine the condition of required facilities, the effectiveness of maintenance activities in support of programs, and to ensure coordination between such activities. Directs and coordinates the correction of maintenance deficiencies affecting unit readiness. Responsible for authorizing the level of maintenance to be performed at Table of Distribution and Allowances (TDA) for maintenance activities. Serves as a member of appropriate Authorized Stock List (ASL) review board(s). Directs and controls activities related to materiel readiness, including the Maintenance Assistance and Instruction Team (MAIT) and Command Maintenance Evaluation Team (COMET) programs, to ensure efficient operation of all facilities and organizations. Serves as program manager for surface maintenance funds. Develops the maintenance financial requirement portion of the logistics budget for submission to the Program, Budget and Accounting committee (PBAC). Advises and directs others regarding surface maintenance related funds. Plans, develops, administers, and coordinates the surface maintenance program-operating budget in primary accounts (repair parts, contract maintenance, Active Duty Special Work (ADSW), maintenance man-days, and technician travel. Conducts staff conferences to outline priorities and collaborate on budget impacts caused by increased costs, changes in programs and facilities, mission/weapons system changes, and requirements for new facilities or facility remodeling, etc. Serves as program manager for maintenance support of tactical automation equipment and responsible for surface maintenance specific automation, to include training and systems support. Exercises significant responsibilities in dealing with, or advising, higher ranked officials of other units or organizations. Develops, manages, and administers the maintenance ADSW program. Performs other duties as assigned.

### QUALIFICATIONS REQUIRED:

**General Experience** is**__**experience, education, or training which has provided the applicant with a knowledge of equipment maintenance work, or skill in reading engineering drawings and specifications, using test instruments, making computations, and keeping records. Experience using computer and automation systems.

**Specialized Experience** is experience which is directly related to the position to be filled and which has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of this position.

**GS-11 **Must have at least **36 months** experience in applying principles, concepts, and methods of equipment, facility, or service operations sufficient in planning assignments. Experience using well-established occupational methods and techniques to determine facility, grounds, equipment overhaul, maintenance, restoration, repair needs, etc. Experience in determination of resource needs, allocation of resources, and budgeting/funding needs. Experience in human resources management policy matters affecting the entire organization, with personnel actions affecting key employees to include experience coordinating work forces and resources and negotiating with management or clients concerning problems.

Length of time is not of itself qualifying. Your experience will be evaluated on the basis of duties performed. Your record of experience, training, and education must show possession of the following knowledge, skills and abilities needed to fully perform the duties of the position:

* Ability to use deductive reasoning to apply general rules to specific problems and produce solutions.

* Ability to plan and organize staff and workflow to meet organizational operational requirements.

* Ability to determine priorities and meet deadlines.

* Knowledge of Army Ground Maintenance Operations and Management systems.

* Ability to analyze data, create written detailed reports, and make presentations.

**APPOINTMENT FACTORS:** Excepted/Officer in the Alaska Army National Guard.

**MILITARY COMPATIBILITY:** If you are selected for this position, you will be required to become a member of the Alaska Army National Guard and be assigned to a compatible military assignment in the following MOSs/Series: **Officer - 88A, 90A, 91A, 92A.**

**MILITARY GRADE REQUIREMENT:** Due to the nature of this position, the minimum military grade is First Lieutenant (1LT), and the maximum military grade is Major (MAJ).

**DESIRABLES:** Strong background in army maintenance, supply, and transportation, civilian personnel management, budget management, and logistics automation systems, as well as, experience with Standard Army Maintenance System (SAMs), Global Combat Support System Army (GCSS-A), and General Fund Enterprise Business Systems (GFEBS) desired.
