As Quality IT Program Manager within the UHC Military & Veterans Segment CIO Office, you will be a member of a technology Program Management Office on a large-scale technology delivery program. In this role, you will report to the Technology Program Lead and be accountable for technology Program Quality Management. Your focus will be to ensure conformance to quality standards for both the program processes as well as the programs final technology solution products.
 
Primary Responsibilities:

Developing and maintaining a program quality management plan representing how quality will be managed across the program
Defining quality metrics by which program quality will be measured, both program processes and products
Overseeing, facilitating and performing quality assurance activities to ensure the program and its products meet acceptable quality standards
Inspecting deliverables (project and product) and recommending corrective actions as necessary
Ensuring end-to-end traceability is maintained from proposal, to business requirements, through solutions, to testing, to business validation
Gathering data and generating quality control measurements. Periodically generate quality control reports for program management

Requirements

Required Qualifications:

Bachelor's degree or equivalent experience
4+ years of IT Quality Program Management experience on a large scale technology program
4+ years of experience with methodical problem solving discipline and skills in a large, matrixed enterprise environmentUnited States Citizenship
Ability to obtain favorable adjudication following submission of Department of Defense eQuip Form SF86
Solid communications skills (form and content) with program leadership and delivery partners, both written and verbal, as demonstrated through examples in prior experience
Possesses methodical problem solving discipline and skills in a large, matrixed enterprise environment
Intermediate level proficiency or higher skills in MS Excel, MS PowerPoint, MS Project, MS Word, SharePoint 2010, and MS Outlook
Preferred Qualifications:

Six Sigma training and/or experience applying
Experience with testing oversight in a technology environment/planning and execution
As a requirement of UnitedHealth Group's contract with the Department of Defense, this position requires U.S. citizenship and proof of favorable adjudication following submission of Department of Defense eQuip Form SF86, (the National Agency Check Legal and Credit or NACLC). Successful completion of the NACLC process is a requirement for continued employment in this role. NACLC processing will be initiated by our TRICARE Security Officer post-offer, and can take 3-6 months for a final decision communication from the Department of Defense. Candidates will be allowed to begin employment with UnitedHealth Group in this role based on an interim clearance, and final results will be communicated as they are received. Failure to obtain final NACLC approval will result in termination from this role.
