The Associate Director of Operations Design will lead and facilitate the development of client-specific Operations Solution Playbooks in support of Federal and State market new business opportunities. These market opportunities will vary from simpler Requests for Information (RFI) and Requests for Quotes (RFQ) to extremely complex "mega deals" with total contract values north of $100 million dollars. Staff in this role will be required to execute across the many different departments and functions of our 40,000 strong Optum Operations organization to design client ops solutions that meet our client’s requirements and help to grow our business at scale and with efficiency. The Associate Director, Ops Design will also establish consolidated and consistent processes and relationships with key upstream partners (Front Office, Market and Product Leads); to secure a more rigorous front-end input methodology into our Optum Operations organization. The Director will do this by identifying and leading process improvement activities to effect change in existing processes to ensure more effective communication and mobilization related to new growth opportunities. Primary Responsibilities:

Responsible for owning the end to end operational design of large / complex Government deals from Sales Intake through to deal submission and transition to Operational Development and readiness
Acts as a Strategic Partner to the Government Front Office team (Federal and State)
Facilitates with key stake holders across Optum Operations to support RFP / RFI response and new business development in the government market. These stakeholders may include executives, department leads, and operational subject-matter-experts
Identifies and assembles Operations bid response team
Develops staffing models and identifies names & key personnel
Engages with UHG facilities team and business leaders to land on real estate needs for RFP / bid
Performs financial risk analysis on performance guarantees, liquidated damages, and Service-Level Agreements via our Operations Excellence Failure, Modes, and Effect Analysis methodology (FMEA)
Facilitates all needed operational inputs for pricing and helps develop deal pricing model
Acts as a strategic solutions partner to Optum Government Technology Design lead to ensure that operational decisions tie to IT strategy and solution design
Leads and mentors Ops Design project managers who will support the Director, Ops Design on execution of large / complex Government deals
Partner the Senior Director, Program Office lead to conduct end-to-end testing of applicable processes, tools, procedures, and systems platforms to validate adherence to RFP / contract requirements
Leads change management activities
Pilots and tests projects / frameworks
Evaluation of pilot / project effectiveness
Make methodology and adoption recommendations
Effectively implement “Best-Practice” recommendations
Build, sustain, and influence positive internal relationships with key stakeholders
Responsible for communication & dissemination of critical information from customers to internal downstream areas and upstream to executive level areas
Assess progress and reports status to management and key stakeholders including progress, timelines and milestones; provides timely written and / or verbal communication regarding project status
Anticipate risk and develop mitigation plans

Requirements

Required Qualifications:

Bachelor’s Degree-required or comparable work experience
7+ years of new business development and / or program / project management experience
2+ years’ experience in the following areas:

Health care industry experience (operations background a plus- general business operations, claims, clinical / care management, other)
Experience working with or within Federal / State Government entities (i.e. CMS, DoD, VA, CHIP, Medicaid)
Business process design and development
Ability to travel 25 percent of the time as needed
Preferred Qualifications:

PMP certification
Working with RFI / RFP proposal processes
