The primary role of the Proposal Coordination (PC) is to assume responsibility for overseeing proposal coordination and production for proposals. The PC formats, produces, and delivers high - quality winning proposals in a fast - paced deadline oriented environment for a high volume of proposals within the Payer, Provider, Employer, Government, and Life Sciences Markets.
 
The PC works closely with the Proposal Manager as part of the proposal collaboration team in order to maximize adherence to RFP requirements, highly complex production instructions and schedules, as well as implementation of prescribed departmental procedures including mission - critical bid reviews and must-meet production targets.
 
This position includes coordinating proposals to achieve key business objectives, coordinating required documents and deliverables and overall accountability for proposal production for the Optum Proposal Team. Activities associated with this position include the formatting of documents, preparation of appendices, printing of all proposal materials, and shipping and tracking of proposal packages.  A critical component of this position will be to perform final quality checks of client materials prior to shipping. 
 
Primary Responsibilities:

Review RFPs or other proposal requests and compile information on production requirements such as unique formatting, binding, and signature and mailing requirements to plan for and oversee a smooth, efficient proposal production process that guarantees timely delivery of proposals
Sets up the proposal template / annotated draft and compliance matrix (for Government bids) and outlines proposal sections to address all elements of direct, derived, and implied requirements
Reviews online proposal sites to ensure all documents have been downloaded, character limitations and production requirements noted, and other requirements are highlighted in the template
Works closely with Proposal Managers on setting the production schedule and keeping on track, coordination of signature process, management of proposal exhibits, attachments, and appendices for tracking and formatting
Participates in individual and group proposal reviews where applicable
Escalates conflicts and issues to proposal leadership as required
Assembles final proposal package and ships to the client (includes online submissions through external websites, hard copies delivered by mail, or email submissions)
Consolidates content, formats, and performs quality checks of final proposal prior to shipping
Will be required to interface on a daily basis with executives, managers, technical personnel, proposal managers, graphic designers, and pricing personnel
Participates in ongoing continuous improvement of the proposal development process
Conducts other business development duties as assigned

Requirements


Required Qualifications:

Bachelor’s degree in English, Communications, Business Administration, or related fields, or at least four years of equivalent work experience
4 years experience proposal and production experience
Government production experience
Must be able to manage multiple projects with varying timelines in a fast - paced environment, independently grasp complex concepts, and manage multiple tasks and priorities without sacrificing quality
Excellent written communication skills, with demonstrated ability to take complex problems and collaborate with partners to achieve winning results
Be a true multi - tasker, able to work swiftly and adjust easily to changing priorities
Be a true team player, able to maintain a positive and energetic work environment while interacting proactively and productively with colleagues and helping to build team morale
Strong attention to detail
Demonstrated professionalism, including willingness to work overtime as needed
Preferred Qualifications:

Familiarity with proposal development practices and / or project management methodologies
