Operational Process Implementation Project Manager - Eden Prairie,MN or Overland Park, KS - Full-time / Part-time

The Sr. Program Manager II provides explanations and interpretations within area of expertise.  Candidate’s work is self-directed and not prescribed, focused on less structured, more complex issues.  Other responsibilities include reviewing the work of others, and developing innovative approaches to problems.  Within the PMO, the candidate is sought out as expert, serves as a leader/mentor and is advanced in the following aspects of project management.
 
Primary Responsibilities:


Lead or contribute to the development of program or project scope statements, in consultation with applicable stakeholders (e.g., program / project charter, Statement of ---Work, Business Vision Document)
Collect, analyze and maintain financial forecast information (e.g., labor, hardware, software), using input from applicable sources (e.g., resource managers, project managers, application planners, system architects)
Develop / contribute to project budgets and forecasts, obtaining approvals from applicable stakeholders (e.g., cost / benefit analysis, capital planning, staffing impact analysis / assessment)
Establish / apply quality objectives, criteria, standards and levels using appropriate quality management methods, with input from applicable stakeholders (e.g., key performance indicators, scope definition)
Performs complex conceptual analyses
Reviews work performed by others and provides recommendations for improvement
Forecasts and plans resource requirements
Develop, document and implement project communication plans
Anticipates customer needs and proactively develops solutions to meet them
May lead functional or segment teams or projects
Ability to gain acceptance for ideas, plans, actions and then implement across organizational boundaries

Required Qualifications:


Bachelor's degree

5+ Years of experience as a Project Manager

2+ Years of previous experience in an cross matrixed enterprise environment

Proficiency with MS Project, Excel, Visio, PowerPoint and SharePoint

Strong executive communication and presentation skills with demonstrated ability to communicate ideas clearly and concisely

Excellent time management, organizational, and prioritization skills and ability to balance multiple priorities
Preferred Qualifications:  


Business operations strategy definition and execution in a matrixed organization

Familiarity with Optum and Optum’s products & services
