PURPOSE STATEMENT: The purpose of this position is to support the performance and maintenance of data communications networks, RF systems, broadband analog and digital services/technologies within multiple hub sites and areas of responsibility of the Hub Engineering & Operations Department. This position involves the engineering, development, planning, and installation of services and equipment, and participates in on-going upgrades, recombines, capacity expansion, and group projects providing service improvements, customer support and problem resolution.

REPORTING RELATIONSHIP: This position generally reports to the Hub Engineering and Operations Manager.


ESSENTIAL FUNCTIONS:L JOB FUNCTIONS:
  1. Utilizes computer, network, data communications, audio, video, and cable RF skills to design, plan, operate, maintain, and troubleshoot advanced analog/digital CATV assemblies, HSD, fiber optics, SDV, VOD, and other systems and services. Maintains system operation standards by performing quality checks, calibration, & FCC regulatory compliancy utilizing measurement equipment such as field strength meters, scopes, spectrum & data analyzers, or PC-based monitoring systems or tools.

  1. Plan, design, develop, and with installation, configuration, maintenance, and management within the areas of the Hub Engineering and Operations Department.
    • Defines hub facility engineering elements such as equipment specifications, rack layout, installation, and location.
    • Manage ISP structured cable specifications and requirements, equipment power utilization and placement, and maintain fiber management and panel specifications.
    • Maintain rack level inventory: move, add and change.
    • Utilize knowledge in basic network management and operations support systems, CATV system inside and outside plant, HSD (CMTS), VOD, SDV, data networking equipment, computer operating systems, and techniques for proper cable installation including labeling and terminating twisted pair, coax, and fiber optic cables.
    • Apply knowledge of fiber optic communications to install, operate and troubleshoot optical communication systems such as CDWM, DWDM and FTTH technologies.
    • Design and implement solutions that improve communications, service congestion and bandwidth such as node splits, transmitters, or additional serving groups utilizing in-band and OOB QPSK & QAM modulation schemas for HSD, VOD, and SDV services.
    • Utilize remote access and monitoring solutions such as Pathtrak’s forward and return monitoring systems, remote service analyzers, and MPEG video probes.

  1. Manage and maintain Hub & CI facility equipment, monitoring, and access.
  • Responsible for activity notification to appropriate parties, and complies with the TOC operational objectives, policies/procedures, work scheduled, and reporting metrics.
  • Maintain interior & exterior facility hub appearance, damage control, and security for continuous operation and low risk.
  • Provide CI support for maintenance activities such as preventive, corrective and scheduled maintenance for HVAC, 48V battery system, UPS, and power generator. Perform auto load testing with CI staffing and vendor.
  • Provide network connectivity from CI equipment to monitoring platforms.
  1. Maintain system documentation including transport drawings, network diagrams, Critical Infrastructure systems, inventory, equipment records, trouble reports, clearances, system logs, and various TWC records and reports.
    • Able to develop written procedures, operational write-ups, and system reports.
    • Contribute toward the development of current databases, documentation tools, and diagrams.
    • Apply knowledge to various programs, solutions, and applications.

  1. Time sensitive projects may occasionally require work scheduled outside of regular business hours that comply with the company timekeeping policy. Duties also include on-call/standby responsibilities during non-business hours to address service and trouble call needs.

  1. Works with vendors to develop quotes and pricing for existing or on-going projects.

  1. Assist field personnel, Critical Infrastructure, Headend/Video personnel, transport, commercial networking, and other departments by responding to their needs and requests.

  1. Assignments maybe team/cross-departmental oriented projects and goals. Must be able to adapt to new situations as they emerge in projects, new technology & services, and be able to change course of action and perform other duties as assigned, individually or as part of a team.



JOB REQUIREMENTS:

SKILLS, KNOWLEDGES AND ABILITIES:
  • Must have good verbal, written, and interpersonal communication skills.
  • Ability to create documentation, reports, or presentations through the use of Microsoft Office tools and other solutions is preferred.
  • Working knowledge in troubleshooting CATV, electronics, power, basic network protocols, functions of data networks, or various computer operating systems is helpful.
  • Must have the ability to effectively adapt to rapidly changing technology and apply solutions to business needs by continuous self-education.
  • Accuracy and attention to detail.

PREFERRED QUALIFICATIONS:
  • Bachelor’s degree in Electrical Engineering or related field, minimum of 1-3 year related experience; or equivalent combination of education, NCTI or cable TV related certification, and work experience in hub maintenance and operations.
  • Knowledge of internetworking principles including TCP/IP, routing, and switching.

EDUCATION/EXPERIENCE:
  • Associates degree in related field or equivalent work experience required. Bachelor’s degree preferred in related field.
  • Excellent current technical knowledge and aptitude in the areas of networking, cable television, audio/video, computer/server technology, or telecommunications.
  • Experience with critical infrastructure building, and AC/DC power experience is helpful.
  • NCTI Certification or training courses specific to required skills considered for equivalency. FCC license is a plus.
  • or a minimum of 1 year in internetworking, routing, switching, and telecommunications skills is helpful.


CONSIDERATIONS:
  • Valid driver’s license and acceptable driving record.

HUMAN RELATIONS:
Has contact with company personnel and the ability to work with contractors, vendors, clientele, and the general public.

PHYSICAL REQUIREMENTS:
Ability to work in various building and facility construction environments, indoor/outdoor weathered conditions, and able to lift and install necessary equipment within facilities.

MATERIALS AND EQUIPMENT USED:
General hand & powered tools, laptop/desktop computers, fax machines, copiers, and office/cell phones. Use of networking tools, cable TV spectrum analyzers, video monitoring scopes, AC/DC volt/clamp meters, optical meters, and computer design software is based on applicable responsibilities.
Hours: Monday - Friday, 7:30am - 4:30pm. May include extended hours, including weekends and on call, 24/7. May include traveling to the Neighbor Islands.
